TITLE:                     Approve the Application to the Florida Legislature for the Blue Ridge / Salford Neighborhood Water and Sewer Expansion Phase II Project for Consideration in the Fiscal Year 2024 State of Florida Appropriations in the Amount of $2.25 million, and Authorize the City Manager or the Mayor, as Applicable Under the City Charter, to Execute all Funding Documents After Legal Review, Should the Grant be Awarded to the City of North Port.

 

 

Recommended Action

 

Approve the application to the Florida Legislature for the Blue Ridge / Salford Neighborhood Water and Sewer Expansion Phase II Project for consideration in the Fiscal Year 2024 State of Florida Appropriations in the amount of $2.25 million, and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after Legal Review, should the grant be awarded to the City of North Port.

 

Background Information

 

At the September 12, 2023 Regular Commission Meeting, City Commission approved the following projects for Federal and State 2024 Appropriations Requests funding consideration:

 

Ø                     Price Boulevard Improvements

Ø                     Water and Sewer Service Expansion

Ø                     Bridge Improvements

Ø                     Water Control Structures

 

A request for funding of the Blue Ridge / Salford Neighborhood Water and Sewer Expansion Phase II was selected for State Appropriation consideration. Phase II of the Blue Ridge / Salford Neighborhood Water and Sewer Expansion project is anticipated to cost $4.5 million. The City is asking for the State to appropriate $2.25 million. If approved, this request would fund approximately 10,260 linear feet of sanitary sewer piping installation that will connect 115 properties to City sewer services. This project also includes the removal of septic tanks from the newly connected properties. Completion of this project will result in improved groundwater and surface water quality. 

 

Requests are reviewed and submitted by members of the House and Senate for further consideration.  If the request is supported, it is then heard and recommended by different Legislative Committees during the legislative session.  If the Appropriation Request is approved, it will be included in the Governor’s Budget approved on July 1, 2024.

 

If awarded, the contract will be reviewed by the City Attorney for form and correctness.

Financial Impact

 

If awarded, the City will receive $2.25 million towards the Blue Ridge / Salford Neighborhood Water and Sewer Expansion Phase II project. The City plans to use matching surtax funds of $2.25 million from account 306-6064-536.63-00. The matching funds will be coming from the already approved “Neighborhood Water / Wastewater Line Extension” funds in the Surtax IV plan.

If awarded, all grant related purchases will be made pursuant to the Code of the City of North Port, as well as procurement policies and procedures.
