TITLE:                     Amendment #1, Contract 2017-08, with C-Squared Certified General Contractors, Inc. for the Biscayne Drive Median Curbing Project in the estimated amount of $185,441.20 with $8,100.00 in contingency.

 

 

Recommended Action

 

Approve Amendment #1, Contract 2017-08, with C-Squared Certified General Contractors, Inc. for the Biscayne Drive Median Curbing Project in the estimated amount of $185,441.20 with $8,100.00 in contingency.

 

Background Information

 

During the City Commission meeting held on April 11, 2017, staff was directed to develop plans and specifications to construct a missing segment of sidewalk on the east side of Biscayne Drive, between Hyde Park Avenue and Sydney Avenue. In an effort to provide connectivity to the neighboring residential area, staff also included in the scope a missing segment of sidewalk on the north side of Sydney Avenue.  This will provide a connection to the Biscayne Drive sidewalk. City Commission direction also included installation of crosswalks on Biscayne Drive at Hyde Park Avenue, to improve connectivity to the North Port Library, and at Sydney Avenue, to improve connectivity to the neighborhood park on Sydney Avenue, east of Biscayne Drive. The crosswalks require stormwater drainage piping and structures for connection to the sidewalks, reconfiguration of two residential driveways at the southeast and southwest corners of the Biscayne Drive/Sydney Avenue intersection and pedestrian crossing signage. The contract increase for the sidewalk and crosswalks is $160,803.40 and $8,100.00 in contingency.

 

The installation of curbing, irrigation and landscaping in the medians on Biscayne Drive has also focused attention to the existing bicycle lane striping, from US41 to Elyton Drive, and the lack of bicycle lane striping, from US41 to Safford Terrace.  Striping in conformance with recent standards of the Florida Department of Transportation (FDOT) is included in this change order. The contract increase for the bicycle lanes striping is $24,637.80.

 

The proposed amendment is an alteration to the original intent of the project as a result of Commission direction.  The following are advantages of having C-Squared Certified General Contractors, Inc. perform this work as opposed to bidding out the work separately:

 

§                     C Square Certified General Contractors, Inc. is already mobilized.  For this type of work, additional equipment will be needed like a backhoe for ditch excavation and drainage pipe installation.  The cost to mobilize this additional equipment will be much less than the cost of mobilization from another contractor.

 

§                     Completion of the missing sidewalk segments and additional pedestrian crossings and bicycle lane striping in compliance with current Florida Department of Transportation standards will significantly improve multimodal opportunities and make this project more functionally operational and safer for pedestrians and bicyclists. 

 

§                     Time Savings:  C-Squared Certified General Contractors, Inc. will be able to start work subsequent to Commission approval of Amendment #1 to Contract 2017-08.  Bidding out the work would take additional time to process.

 

§                     Cost Savings:  There would not be added bonding and insurance costs utilizing C-Squared Certified General Contractors, Inc. for the additional work. In addition, bidding out the work would include full mobilization costs for the new contractor.

 

§                     Contractor Availability:  The Biscayne Drive Median Project is substantially complete; therefore, time is of the essence to take advantage of the contractor’s resources to perform the additional work.   Because of the various types and size of work for this project sidewalk construction, pedestrian crossings, stormwater piping, driveway replacements and bicycle lane striping it would be difficult to procure the services of another contractor.

 

§                     Cost Proposal:  C-Squared Certified General Contractors, Inc. prices for the additional work is based upon a combination of contract unit prices and negotiation of the price.  In addition, Ben Newman, P.E., Project Engineer and Clark Cryderman, P.E., Project Manager, Road Bond and Routine Maintenance Projects reviewed contract prices for other similar projects constructed in the City of North Port to ensure C-Squared Certified General Contractors, Inc. is providing a good price for the additional work.

 

§                     As-Builts:  C-Squared Certified General Contractors, Inc. will be preparing the as-builts for the original work they provided.   As such, it would be beneficial for C-Squared Certified General Contractors, Inc. to perform the additional work and prepare the associated as-builts.”

 

A contract time extension for the construction of these improvements is ninety calendar days.
