Recommended Action

 

Approve the application to the Florida Department of Economic Opportunity Community Planning Technical Assistance Grant for the partial funding of a Master Plan for Activity Center 3, the Gateway Activity Center, in the amount of  $75,000.00, and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City.

 

Background Information

 

The Florida Department of Economic Opportunity (DEO) anticipates the Florida Legislature will appropriate funding for the Community Planning Technical Assistance (CPTA) Grant Program for State Fiscal Year (SFY) 2023-2024. CPTA grants provide counties, municipalities, and regional planning councils the opportunity to create innovative plans and development strategies to promote a diverse economy, vibrant rural and suburban areas, and meet statutory requirements for planning, while also protecting environmentally sensitive areas.

 

The City of North Port submitted an application for $75,000.00  to partially fund a Master Plan for Activity Center 3, the Gateway Activity Center.  If awarded this grant, funds will be used to develop a Master Plan for the 177.8 acre area surrounding the Sumter Boulevard and Interstate 75 interchange. The goal of this Master Plan is to create an area that will enhance the City’s sense of place, which will generate growth and create a true gateway into the City. This effort will ensure the City can maximize the economic development potential in the Gateway Activity Center while evaluating needs and opportunituies for enhancements to hurricane resiliency, sustainability, transportation, and infrastructure.   

 

The grant application was submitted on June 16, 2023. Notification of award is expected in fall of 2023. If awarded, this will be a cost reimbursement grant. The City spends first, then submits reimbursement requests to the the granting agency for review, approval, and payment. The City Attorney will review the grant contract for legal form and correctness.

Financial Impact

 

Potential award of $75,000.00 to be utilized to partially fund a Master Plan for the Gateway Activity Center. No matching funds are required for this grant. The total cost of the project is expected to be $200,000. Development Services has funds of $125,000.00 available for the balance of this project in account number 001-0605-515-31-06.
