TITLE: Approve Construction Contract No. 2024-15 - Construction of North Port Utilities Administration and Warehouse Facilities with Seagate Development Group, LLC. in the Amount of $28,944,372.00 with a Contingency of $1,499,718.00, for a Total Amount of $30,444,090.00.
Recommended Action

Background Information
The Utilities Department has grown in staff due to growth of the city. The previous Utilities Administration building, which is owned by the Public Works Department, is no longer large enough to contain the number of staff working within Utilities Administration and Field Operations Divisions. The Department started looking at different options for a new facility. The direction of the Department was to build a new building in the core service area and the project has progressed as follows:
Ø On September 18, 2018, Commission approved Agreement No. 2018-40 - Professional Engineering/Architectural Services for Site Selection and Design Services for Utilities Administration and Warehouse Facilities.
Ø On April 9, 2019, Commission directed staff to pursue the purchase of land identified for the facility on Talon Bay Drive.
Ø On February 25, 2020, Commission rejected Resolution No. 2020-R-06, authorizing the acquisition of the Talon Bay site, and directed staff to reevaluate properties previously considered.
Ø On December 7, 2020, Commission directed staff to pursue the purchase of land identified for the facility on Pan American Blvd.
Ø On September 14, 2021, Commission approved Amendment No. 1 for additional time and consulting services needed to pursue the acquisition of the Pan American Blvd site and design and construct the facilities, including due diligence of the new site, revisions to site plan and building design, additional construction phase services, completion of a cultural assessment for the new site and preparation of a Development Master Plan
Ø On July 11, 2023, Commission approved Amendment No. 2 to Agreement No. 2018-40 - Professional Engineering/Architectural Services for Site Selection and Design Services for Utilities Administration and Warehouse Facilities between the City of North Port and Stantec Consulting Services, Inc., for an additional $171,251.50, for a total contract price of $1,367,056.50.
Ø Request for Bid No. 2024-15 for construction of North Port Utilities Administration and Warehouse Facilities was advertised for bid on February 16, 2024. Two (2) bids were received on May 14, 2024.
The low bid was submitted by Seagate Development Group, LLC (Stantec). in the amount of $28,944,372.00. The City’s due diligence review was completed and Stantec provided a letter of recommendation on June 4, 2024. A pre-award call was conducted with Seagate Development Group, LLC. to ensure that all the anticipated bid items had been accounted for on June 12, 2024. All questions of Seagate Development Group, LLC. were answered satisfactorily.
Based on the above, staff recommends the award of Contract No. 2024-15 to Seagate Development Group, LLC.
The contract has been reviewed by the City Attorney and is approved as to form and correctness.
