• Cons: Postpones compliance with Florida Statutes Section 166.0451.
Background Information
Florida Statutes Section 166.0451 requires that by October 1, 2023, and every three years thereafter, each municipality shall prepare an inventory list of all real property within its jurisdiction to which the municipality or any dependent special district within its boundaries holds fee simple title which is appropriate for use as affordable housing. The initial inventory list was approved by Resolution No. 2007-R-48 on November 13, 2007, and updated by Resolution No. 2020-R-31 on November 24, 2020.
During the City Commission Workshop held on May 5, 2025, the Commission reviewed the inventory list. At the City Commission Regular Meeting on June 10,2025, the Commission made a motion to: “Continue Resolution No. 2026-R-33 to a date to be determined and to direct the City Manager to further review and research using planning to include but not limited to public use and potential sale of properties for general use.”
The inventory list has been updated to include the address and legal description of each property and whether the property is vacant or improved. Future development of any parcel must comply with the regulations of the applicable zoning district and the development standards specified in the Unified Land Development Code.
In accordance with state statute, staff have reviewed all real City-owned properties and identified a total of 51 properties that are appropriate for use as affordable housing. All City departments have reviewed the inventory list and removed any properties deemed necessary for public use including properties adjacent to existing facilities that may serve future expansion, and properties identified for future capital improvements projects. Properties were identified as appropriate for affordable housing use upon review of underlying zoning. This inventory list identifies properties as appropriate for affordable housing use but does not restrict use of the properties to affordable housing only.
Once approved, the list will be placed on the City’s website for public accessibility in accordance with Florida Statutes Section 166.0451.
Resolution No. 2026-R-08 has been reviewed by the City Attorney and it is legally correct to form.
Resolution No. 2026-R-08 was provided to the City Clerk’s Office on March 24, 2026, for signature, subject to City Commission Approval.
