Recommended Action

Approve the Software License and Services Agreement between Iris Tech, Inc., and the City of North Port for SaaS Services.

Background Information

The Intelligence Request & Information System (IRIS) was designed to streamline the intelligence request, communication, and dissemination processes. IRIS is an efficient and time saving platform that will help Intelligence Analysts keep abreast of requests and produce standardized, intelligence products on a consistent basis.

Use of the IRIS requires a Software License and Services Agreement to be signed. “SaaS Services” is an acronym for the Applications, Software, and related software-as-a-service, hosting, maintenance and/or support services provided by IRIS for remote access and use by Subscriber.

Iris is a platform built to help organizations deal with challenges of housing and utilizing digital information. The following are the foundation of the platform for intelligence sharing and dissemination:

Ø                     Managing requests to meet both internal and external requirements.

Ø                     Simple account and visibility management.

Ø                     Output production consistency and control.

This product is Criminal Justice Information System (CJIS) compliant and eliminates the bleed over of intelligence information to emails, texts, and phone calls. The software eliminates redundancy, which enables users to reuse intelligence already gathered.

The North Port Police Department and surrounding agencies that utilize this software would assist in timely and comprehensive information regarding public safety-oriented information.

The Software License and Services Agreement has been reviewed by the City Attorney and is legally correct as to form.

Strategic Plan

Maintain the adopted level of health and public safety services.

Financial Impact

Funding in the amount of $13,190.00 will be utilized from the Fiscal Year 2022-2023 North Port Police Department budget, account number 001-2100-521-52-50 to purchase the Iris software. The $2,000.00 Training & Integration fee is only charged for the first year and will not be a reoccurring charge.

Procurement

Procurement of the IRIS adheres to Section 2-407 of the City of North Port Procurement Code for a Sole Source Purchase.
