TITLE: Approve a Resolution of the City of North Port, Florida, Adopted as a Curative Law to Ratify, Validate, and Confirm the Approval of the Master Services Agreement By and Between the City of North Port Police Department and Hotwire Communications, Ltd. (“Hotwire”) for Hotwire Television and Internet Services for the North Port Police Department, PD3 Located at 19955 Preto Boulevard, Venice, Florida, 34293; Providing for Incorporation of Recitals; Providing for Ratification, Validation, and Confirmation of Prior Actions; Providing for Conflicts; Providing for Severability; Providing for Retroactive Application; and Providing for an Effective Date.

Background Information
The following provides a chronological order of events pertinent to Resolution No. 2025-R-88:
Ø January 2022: The North Port Police Department contacted Hotwire Communications, Ltd. regarding the feasibility and costs to provide television and internet services to the North Port Police Department, PD3 located at 19955 Preto Boulevard, Venice, Florida, 34293.
Ø February 2022: Hotwire Communications, Ltd. advised the North Port Police Department that they would be able to provide the requested television and internet services to the North Port Police Department, PD3 located at 19955 Preto Boulevard, Venice, Florida, 34293.
Ø February 17, 2022: A Master Services Agreement by and between the North Port Police Department and Hotwire Communications, Ltd. for television and internet services to the North Port Police Department, PD3 located at 19955 Preto Boulevard, Venice, Florida, 34293 in the amount of $15,008.04 with an auto-renewal every 36 months was executed.
Ø June 2025: Hotwire Communications, Ltd. informed the North Port Police Department that a new Master Services Agreement by and between the North Port Police Department and Hotwire Communications, Ltd. for television and internet services to the North Port Police Department, PD3 located at 19955 Preto Boulevard, Venice, Florida, 34293 in the amount of $15,008.04 was required.
Ø November 17, 2025: A Request for Legal Opinion was submitted for review of Resolution No. 2025-R-88.
Ø November 19, 2025: A Response to the Request for Legal Opinion pertinent to Resolution No. 2025-R-88 was completed by the City Attorney’s Office.
Resolution No. 2025-R-88 has been reviewed by the City Attorney and is legally correct as to form.
Resolution No. 2025-R-88 was provided to the City Clerk’s Office for signatures on November 26, 2025, subject to City Commission approval.
