Recommended Action
Approve Work Assignment No. 1 with Miller Pipeline, LLC., in the amount of $599,649.90, for the Inflow and Infiltration Rehabilitation Project under Contract 2023-40.003.
Background Information
Inflow and infiltration (I&I) are extraneous flows that enter the wastewater collection system and flow through to the Wastewater Treatment Plant. These flows reduce the capacity of the system and can lead to sanitary sewer overflows. Inflow occurs when stormwater enters the sewer system through flooding of the manholes and direct connections of stormwater to the wastewater collection system. Infiltration occurs when groundwater and stormwater enter into wastewater collection system as a result of physical defects such as cracked pipes, leaking manholes or deteriorated joints. Most of the I&I experienced by the City is a result of infiltration and this I&I Rehabilitation Project is designed to mitigate that infiltration. This Work Assignment for the I&I Rehabilitation Project includes wastewater cured in place lining, reinstatement of service lateral connections, and sealing service lateral connections in the Holiday Park area. The following provdes a chronological order of events pertinent to the procurement of the I&I Contracts:
Ø June 2, 2022: Request for Bid (RFB) 2023-40 for the Inflow and Infiltration Rehabilitation Project was issued to secure Contractors for as-needed I&I Rehabilitation services for the project.
Ø July 11, 2023: Seven (7) bids were received at Bid Opening.
Ø August 11, 2023: Staff reviewed the bids and checked references for Engineered Coating Solutions, Atlantic Pipe Services, LLC, Miller Pipeline, LLC, and National Water Main Cleaning Company, and all contractors have been determined to be qualified to provide these services.
Ø November 28, 2023: Four (4) Contracts were awarded based on qualifications with Work Assignments being issued based on unit pricing, as needed.
After careful review of the scope and fee for the Project, the Department of Utilities recommends Miller Pipeline, LLC. be awarded Work Assignment No. 1 under Contract 2023-40.003 for this project, in the amount of $599,649.90.
