TITLE:            Approval of Tribute Program - Tree, Bench and Paver Donation
 
 
Recommended Action
 
Commission to approve establishment of the Tribute Program for tree, bench, and paver donations in City owned property managed by the General Services Department.
 
Background Information
 
On June 15, 2011, the City Commission held a joint meeting with the Beautification & Tree/Scenic Highway Committee. The Committee presented an idea for a new beautification program offered in conjunction with the Parks and Recreation Division that would give citizens a way to memorialize their loved ones and enhance City parks and other areas. City Commission gave consensus to support the implementation of a memorial tree/bench program.
 
Parks and Recreation worked with staff from Property Maintenance along with the City Arborist to develop the program guidelines, identify the type and style of the features, and establish fees. Currently, the fees include the full cost for the purchase, installation and maintenance of the donated feature and plaque (as applicable) during the donation period.
 
At the October 16, 2014 Parks and Recreation Advisory Board Meeting, the final draft of the Tribute Program was distributed to members and consensus was received to move forward with the program as presented. The program was then presented to the Beautification & Tree/Scenic Highway Committee at their November 19, 2014 meeting. The Committee voted and unanimously approved recommending the program to the Commission with the clarification that the cost for the donation renewal period be offered to the original donor at the initial purchase price. This information was then presented to the Parks and Recreation Advisory Board at the January 15, 2015 meeting and members voted and unanimously approved recommending the program to the Commission.

Cost will be based on participation.  The expenditures will be funded based on receipts from the participants.  If funds are not received from participants, then items will not be purchased and installed.
