Recommended Action
Option 1: Approve the application to the United States Department of Transportation (USDOT) Safe Streets and Roads for All (SS4A) Grant Program in the amount of $100,000 for the Sumter Boulevard Safety Study, and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City.

Background Information
The City of North Port has applied to the SS4A Grant Program through the USDOT in the amount of $100,000 for the Sumter Boulevard Safety Study.
Sumter Boulevard has been identified as a major segment in the Sarasota County High Injury Network. As part of the development of a Comprehensive Safety Action Plan, the City is requesting SS4A Demonstration Grant funding to conduct a Corridor-Focused Safety Study for Sumter Boulevard.
The project is intended to support the development of infrastructure-based transportation safety improvements designed to create safer roadways for all users along a high-risk corridor.
Planning and Demonstration Grants provide Federal funds to do the following three types of activities:
Ø Develop a Comprehensive Safety Action Plan (referred to as an “Action Plan”).
Ø Conduct supplemental safety planning to complete or enhance an Action Plan.
Ø Carry out demonstration activities to inform the development of, or an update to, an Action Plan.
The goal of an Action Plan is to develop a holistic, well-defined strategy to prevent roadway fatalities and serious injuries in a locality, Tribal area, or region.
This is a reimbursable grant, meaning the City will spend the grant funds first and then request reimbursement from the granting agency.
If awarded, the Grant Contract will be reviewed by the City Attorney to ensure that it is legally correct as to form.

Financial Impact
The total project budget is $130,000 for the Sumter Boulevard Safety Study. The Federal USDOT grant program’s minimum match requirement is 20%. If awarded, the City will be eligible for reimbursement of up to $100,000 in USDOT grant funds. The remaining $30,000 City match amount will be funded from account number 107-5000-541.31-00, Road and Drainage District Funds for Professional Services. Revenue budget associated with this grant will be in account number 107-0000-331.40-00. A project name and number will be assigned to this project if the grant is received.
Procurement
If awarded, all relevant procurement codes, policies and procedures will be followed when purchases are made.
