Cranberry Boulevard and N. Toledo Blade Boulevard; Providing for Findings; Providing for Recording; Providing for Conflicts; Providing for Severability; and Providing an Effective Date.

Background Information
On May 5, 2023, the Planning and Zoning Division received a replat petition submitted by James Angeloni of J & J Development Group, acting on behalf of Toledo Blade Partners, LLC and Toledo Blade Partners II, LLC. This request pertains to the Suncoast Technical College Commercial Subdivision (File Number PLF-23-102). The purpose of the replat is to modify the configurations of the lot sizes and easements for lots 1, 2, 3, 4, and 5 and to rename the subdivision to Toledo Blade Commercial Subdivision.
On February 5, 2025, pursuant to Section 1.1.8.D. of the Unified Land Development Code adopted on August 6, 2024, and effective October 28, 2024, the applicant requested that the final subdivision replat be reviewed and processed under the new regulations. Final plat approval is ministerial in nature, and ULDC Section 2.2.2 accordingly stipulates approval of a final subdivision replat via Resolution on the City Commission Consent Agenda.
The subject property is zoned Activity Center 4 (AC-4) and has a corresponding Future Land Use Designation of Activity Center 4. It is located at the northwest corner of the intersection of N. Cranberry Boulevard and N. Toledo Blade Boulevard.
Florida State Statute Analysis
Findings: Pursuant to Florida Statutes Chapter 177, Section 177.101, prior to approval by the appropriate governing body, the plat shall be reviewed for conformity to this chapter by a professional surveyor and mapper either employed by or under contract to the local governing body, the costs of which shall be borne by the legal entity offering the plat for recordation, and evidence of such review must be placed on such plat.
Conclusion: The City's contracted surveyor has reviewed and approved the Final Plat to ensure it complies with Florida Statutes Chapter 177 Part I: PLATTING, Section 177.081 on Dedication and approval. PLF-23-102 meets the State's requirements for City review and approval of plats.
Unified Land Development Code Analysis
Findings: The final replat was reviewed to ensure conformance with the approved Subdivision Concept Plan (REV-24-038).
Conclusion: PLF-23-102 conforms with the ULDC Chapter 4, Article XII.
Resolution No. 2025-R-35 has been reviewed by the Interim City Attorney and is legally correct as to form.
