• Pros:
o Provides needed space for FPL workers and equipment in North Port to restore infrastructure after a disaster.
o Increase efficiency of power restoration to North Port critical facilities and residents.
o FPL access is provided on a case-by-case basis and can be turned down at the City’s discretion.
o FPL will return the property to the City in the same, or better condition.
• Cons:
o The City will not be able to use this space during FPL occupancy.
o There is the potential for a several-day delay in re-opening the park due to FPL’s removal of materials and remediation of the site.
Option 2: Deny approval of Contract No. 20263093 Post-Disaster Staging Area Agreement Narramore Sports Complex Park with Florida Power & Light Company (FPL).
• Pros: The space will be available throughout disaster response and recovery for City use.
• Cons:
o Decrease in FPL assets staged in the City, which could delay infrastructure restoration.
o Potential for increased harm to people, property, and infrastructure due to a slower rate of power restoration.
o Slowed economic recovery of the local community due to a potential slower power restoration timeline.
Background Information
The City of North Port is vulnerable to both natural and manmade disasters that can damage electrical infrastructure and result in widespread power outages. Power outages significantly hinder disaster response operations and create serious health and safety concerns for residents. Reliable electricity is a critical lifeline for the community, enabling essential needs such as air conditioning, access to well water, communication services, and the health and safety of medically dependent individuals.
The City’s critical infrastructure is highly dependent on electrical power, including emergency rooms, lift stations, traffic signals, and fire stations. While generator backups are available for many critical facilities, these systems provide only a short-term solution and rely on fuel supplies that may be difficult to obtain following a disaster.
To address these risks, the City of North Port Emergency Management, in coordination with Fire Rescue Department and Parks and Recreation Department, has partnered with FPL to identify strategies to reduce the duration of post-disaster power outages. One identified solution is the provision of additional staging areas within the City for FPL crews, which would help decrease response times and can be implemented at no monetary cost to the City.
Contract No. 20263093 Post-Disaster Staging Area Agreement Narramore Sports Complex Park with Florida Power & Light Company has been reviewed by the City Attorney and is legally correct as to form.
Contract No. 20263093 Post-Disaster Staging Area Agreement Narramore Sports Complex Park with Florida Power & Light Company was provided to the City Clerk’s Office on September 10, 2026, for signature, subject to City Commission approval.
