Recommended Action
Approve the Policy Confluence, Inc. Services Agreement for annual Citizen Survey and web-based survey platform subscription in the annual amount of $11,125.00.
Background Information
The City of North Port conducts an annual Community Survey to assess resident sentiment and satisfaction with key service areas and programs. National Research Center, now Policy Confluence, Inc. (Polco) has been used in the past to conduct the survey using their National Community Survey tool which is a scientific tool that compares data from resident responses to comparable communities across the country. In addition to the National Community Survey tool, Polco also has the historical data from past City surveys for analysis.
Polco services include a subscription for the web-based survey platform which can be used for other surveys to engage and gather resident sentiment. The Services Agreement is a two-year Agreement which includes a two-year subscription with the National Community Survey conducted each year at a cost of $11,125.00 per year.
The City Attorney has reviewed the Policy Confluence, Inc. Services Agreement for annual Citizen Survey and web-based survey platform subscription in the annual amount of $11,125.00 and it is legally correct as to form.

The amount of $11,125.00 has been budgeted in Fiscal Year 2023 in account no. 001-0800-512-3105 for this purchase. The amount of $11,125.00 will be budgeted in the Fiscal Year 2024 budget in account no. 001-0800-512-3105 for the 2024 survey and subscription.
Procurement
This subscription and included services are being procured under Section 2-403 (a)(3) b. of the City of North Port Procurement Code.
