TITLE: Approve Change Order No. 1 to Work Assignment 2022-03 for Professional Engineering Service for the Myakkahatchee Creek Surface Water Treatment Plant Intake Structures Repairs, Renovations and/or Upgrades Project with Stantec Consulting Services, Inc., for an Additional Amount of $ 7,935.00, for a Total Cost of $ 247,817.64
Recommended Action
Approve Change Order No. 1 to Work Assignment 2022-03 for professional engineering services for the Myakkahatchee Creek Surface Water Treatment Plant Intake Structures Repairs, Renovations and/or Upgrades Project with Stantec Consulting Services, Inc., for an additional amount of $ 7,935.00, for a total cost of $ 247,817.64.
Background Information
North Port Utilities (NPU) budgeted to rehabilitate the raw water intake structures on the Myakkahatchee Creek and the Cocoplum Waterways. The below information is the series of events pertinent to this project.
Ø February 10, 2022: Request for Letters of Interest (RLI) 2022-03 was issued to the eight firms under Category 1 of Continuing Contract 2020-58 to secure professional engineering services to design, bid, and provide construction phase services for the rehab of the structures.
Ø March 11, 2022: Three (3) Letters of Interest (LOI) were received.
Ø March 21, 2022: The LOIs were evaluated and Stantec Consulting Services, Inc., was selected to proceed with the development of a scope and fee schedule.
Ø December 8, 2023: Bid for construction was published with due date of January 9, 2024.
Ø December 20, 2023: Addendum No. 1 moved the original due date to January 16, 2024
Ø January 16, 2024: Four (4) bids were received and opened.
Ø January 17, 2024: Laurence Lee Construction, the apparent low bidder, withdrew their bid.
Ø January 23, 2024: Letter of Recommendation for award to Douglas Higgins provided by Stantec.
Ø March 12, 2024: Douglas Higgins pre-award meeting held to discuss NPU budget not covering entire scope and suggestions to remove Cocoplum intake and submit revised cost by end of week.
Ø March 28, 2024: Notice of Intent to reject submittal(s), cancel solicitation and rebid at a later date.
After careful review of the scope and fee by staff, Utilities decided not to proceed with the solicitation from Douglas Higgins and to rebid at at a later time due to budget constraints. In order for Stantec to revise the bid documents to remove the Cocoplum intake, there would be additional procurement phase services in the amount of $ 7,935.00, bringing Work Assigment 2022-03 total to $ 247,817.64.

Continuing Contract No. 2020-58-12 was procured pursuant to Sec. 2-406 Professional services selection under Consultants’ Competitive Negotiation Act (CCNA), F.S. § 287.055. Work Assignment No. 2022-03 was issued under Continuing Contract No. 2020-58-12.
