Approve Interlocal Agreement for Emergency Interconnects and Potable Water Service with Sarasota County.
Background Information
On May 14, 2007, the City entered into an Emergency Interconnect and Potable Water Service Agreement with Sarasota County. This Agreement allowed for the transfer of potable water between the City and County to maintain water quality, allowing conservation of this finite resource, and provided for an emergency interconnect. Sarasota County Utilities staff have requested to move the interconnect from the existing location to a point much further north, closer to the North Port city line, and discontinue the transfer of non-emergency potable water, requiring a new agreement with Sarasota County.
In 2022, Sarasota County successfully obtained a $1M Federal Appropriation for the construction of this project. Therefore, Sarasota County will bear all construction costs. Ongoing maintenance and repair costs will be shared equally by the City and the County, and the City will be responsible for acquiring any necessary easements and all electrical costs. While an easement will be required from Island Walk, because of the benefit this project will bring to the community, staff does not anticipate any costs associated with the easement.
The interconnect will only be available for emergency purposes once moved, as more fully described in Exhibit B to the Interlocal Agreement for Emergency Interconnects and Potable Water Service. Additionally, the provision of potable water service to the State College of Florida and the Sarasota County Fire Station 26 will both be transferred to the City upon completion of the project, which includes vacating a portion of the Sarasota County line and transferring a portion of the Sarasota County 12-inch potable water main to the City. Since the potable water main will be looped to the internal Island Walk water main, the flushing of that section of the transmission main and/or transference of potable water between the City and Sarasota County will no longer be necessary.
The City Attorney has reviewed the Agreement for legal form and correctness.

Financial Impact
There is currently no financial impact. The City will be responsible for half of the ongoing maintenance and repair costs, any necessary easements and all electrical costs, but will no longer be responsible for the existing location. While an easement will be required from Island Walk, because of the benefit that this project will bring to the community, staff does not anticipate any costs associated with the easement.
