TITLE:                     Approve the Utilization of the U.S. General Services Administration (GSA) Contract No. GS-07F-0031 for Equipment and Construction Services of a Real Time Crime Center from Millenium Products, Inc. in the Amount of $365,626.85 with an Additional Contingency Amount of $20,000.00.

 

 

Recommended Action

 

Approve the utilization of the U.S. General Services Administration (GSA) Contract No. GS-07F-0031 for equipment and construction services of a Real Time Crime Center from Millenium Products, Inc. in the amount of $365,626.85 with an additional contingency amount of $20,000.00.

 

Background Information

 

In Fiscal Year 2020-2021 commission approved the PD21LP License Plate Readers (ALPR) project. The project will include approximately 23 selected site locations for fixed LPRs throughout the City. The first phase occurred in FY 2020-2021 and included thirteen (13) site locations. The second phase is planned for this fiscal year. It will include approximately ten (10) site locations and the Real Time Crime Center (RTCC), also referred to as the Data Center. As technology continues to advance, so does the potential for law enforcement and investigations.

 

The RTCC is a mission critical technology hub that combines numerous data sources to provide public safety officials with comprehensive intelligence to identify crime patterns, deploy resources to address crime patterns and to proactively prevent crime from occurring in our city. 

 

This purchase will be for the equipment and services needed to construct a Real Time Crime Center which will be located at the Police Department Headquarters and monitored by existing staff (see GSA Quote # 00002224).

 

The contingency amount will be used for any additional equipment or services determined to be required in order to complete the RTCC.

 

While City Ordinance authorizes the City Manager to utilize Piggyback Agreements, the City Manager's Policy requires all procurements exceeding $100,000 to be presented to Commission for consideration. All appropriate forms, procedures, and processes have been reviewed by the Procurement Division of the Department of Finance.

Financial Impact

 

The cost and contingency funds will come from budgeted funds in 306-2100-521-64-00 in the amount of $385,626.85 allocated to Capital Improvement Project, PD21LP.

 

Procurement

 

These items are being procured pursuant to Chapter 2 - Administration, Article VIII - Procurement, Section 2-403 - Exemptions, (a), (4), a, of the Code of the City of North Port, Florida, the utilization of other governmental or public entity contracts to procure goods and services.

 

This purchase will be made utilizing GSA contract pricing. The prices have been vetted by GSA for federal and cooperative purchasing. The GSA Schedule, also known as Federal Supply Schedule, and Multiple Award Schedule (MAS), is a long-term governmentwide contract with commercial companies that provide access to millions of commercial products and services at fair and reasonable prices to the government. MAS makes buying easy and efficient with the use of modern technology to connect government buyers and industry.
