Recommended Action

Discussion and possible action on City owned lots and neighborhood focal points.

Background Information

At the April 10, 2019 Commission meeting a request was made to bring back information on City owned property.

Currently, there are a total of 1,092 lots owned by the City. Staff has created maps, which are attached to guide the conversation on current use of lots, future use and surplus or landbank lots.

Of the 1,092 lots, a total of 889 are in existing use, and includes lots we use for current buildings, Fire Stations, Utilities, Public Works, and open spaces for City parks. Of the 1,092 lots, a total of 184 lots have been identified by staff as proposed future uses. These uses include future parks, drainage access, infrastructure needs, and lots to use for swapping for archeological sites, affordable housing, and properties the City is trying to acquire. Of the 1,092 lots, a total of 19 have been identified as surplus lots which currently have been determined to have no existing or future use. These lots will be included as a landbank of available lots for sale if the Commission desires.

At the September 17, 2019 Commission workshop, the criteria for defining the City’s neighborhoods was also discussed.  As part of this discussion, the question was raised about city-owned properties that could potentially be used for pocket parks or that could be otherwise rezoned to help create neighborhood focal points.  Commission requested that this information come back in December to include in the evaluation of the neighborhood boundaries.  The map provided at the September workshop is attached for consideration.
