Recommended Action
Option 1: Approve Ordinance No. 2026-17 and continue to second reading on June 23, 2026.

Option 1: Approve Ordinance No. 2026-17 and continue to second reading on June 23, 2026.
• Pros:
o Updates regulations to align with current practices and interagency emergency response systems and eliminates outdated provisions.
o Provide for limited administrative authority to depart from certain provisions when such departures are in alignment with emergency response system requirements.
o Provide for due process for those aggrieved with addressing decisions.
• Cons: There are no identifiable disadvantages to approving Ordinance No. 2026-17.
Option 2: Deny Ordinance No. 2026-17.
• Pros: There are no identifiable advantages to denying Ordinance No. 2026-17.
• Cons:
o Allows no flexibility in addressing and property numbering decisions.
o Provides no due process for property owners aggrieved by addressing and property numbering decisions.
o Maintains outdated code language and inconsistencies with current procedures.
Background Information
The City of North Port’s street naming and property numbering regulations are codified within the Code of the City of North Port, Florida, Section 70-55 through 70-58. These regulations do not align with current practices and interagency emergency response systems and contain outdated provisions that are no longer applicable to the addressing system.
The proposed amendments will achieve the following:
Ø Align with current practices that have advanced due to technology.
Ø Address government facilities with multiple buildings.
Ø Provide for limited administrative authority to depart from certain provisions when such departures are in alignment with emergency response system requirements.
Ø Provide for due process for those aggrieved by addressing decisions.
Ordinance No. 2026-17 has been reviewed by the City Attorney and is legally correct as to form.
