TITLE:                     Discussion and Possible Direction Regarding Activity Center 6 and 10 Infrastructure District and Comprehensive Plan Visioning and Revisions.

 

 

Recommended Action

 

This item is to seek City Commission direction regarding prior actions and directives to the City Manager regarding the creation of Activity Center 6 and 10 Dependent Special District and future Comprehensive Plan Visioning and Revisions initiative.

 

City Commission Options

 

There are several options available to the City Commission related to potential next steps with Activity Center 6 and 10 Infrastructure District and a Comprehensive Plan Visioning initiative.

 

Background Information

 

The City Commission has taken the following actions related to the creation of Activity Center 6 and 10 Infrastructure District:

 

Ø                     December 1, 2025: At a City Commission Workshop the following consensuses were made:

 

o                     “To direct the City Manager and the City Attorney to prepare a Resolution for Intent to use the Uniform Method of Collection under Florida Statute 197.3632 for implementation beginning Fiscal Year (FY) 2027, for Commission consideration.”

 

o                     “To direct the City Manager to develop and advance a legislative concept, coordinating with the Florida Legislative Delegation and City’s contracted lobbyist, for the 2027 Regular Session to create a State-authorized independent special district with merging language.”

 

o                     “To authorize the City Manager to develop the assessment methodology for the proposed districts.”

 

o                     “To authorize the City Manager to seek assistance from Sarasota, DeSoto, and Charlotte Counties on legislative action to create the independent special district, including support related to the future Yorkshire/Raintree Interchange on Interstate 75.”

 

Ø                     July 7, 2026: At a City Commission Regular Meeting, the City Commission continued Ordinance No. 2026-15, the Ordinance creating the Dependent Special District known as the Activity Center 6 and 10 Infrastructure District, to second reading on July 21, 2026 on a 4-1 vote.

 

Ø                     July 21, 2026: At a City Commission Regular Meeting, the City Commission adopted Ordinance No. 2026-15 on a 5-0 vote.

 

Ø                     September 24, 2026: At a City Commission Special Meeting, the City Commission adopted the Fiscal Year 2026-2027 budget, which included Budget Proposal 3277 Activity Centers 6 and 10 Infrastructure Master Plan in the amount of $350,000.

 

Staff continues to work on the consensus items and other related legally required processes to establish the Dependent Special District.

 

Based on Commission actions and feedback in the final budget adoption process for Fiscal Year 2026-2027, staff is seeking guidance from Commission on work moving forward on the Activity Center 6 and 10 Infrastructure District due to expenses and investment by the City in the next steps required.

 

The presentation attached to this item provides the history of the City of North Port’s Comprehensive Plan and introduces the benefits and goals of a Comprehensive Plan Visioning and Revisioning for Commission consideration.

Financial Impact

 

The Planning & Zoning Division’s Fiscal Year 2026-2027 budget includes $350,000 in account 001-0605-515.31-05 from Budget Proposal 3277 for Activity Center 6 and 10 Infrastructure Master Plan. Depending on City Commission direction regarding the topic, this funding could be utilized for another purpose.
