TITLE:                     Approve Contract No. 2024-17 Professional Architectural and Engineering Services for the City of North Port Public Safety Training Complex Between the City of North Port and JL2 Architecture, LLC, in the Amount of $69,920.00.

 

 

Recommended Action

 

Approve Contract No. 2024-17 Professional Architectural and Engineering Services for the City of North Port Public Safety Training Complex Between the City of North Port and JL2 Architecture, LLC, in the amount of $69,920.00.

 

Background Information

 

The Public Safety Training Complex will be used to provide practical and realistic training for police, firefighting and emergency personnel in a controlled environment that replicates actual conditions encountered by first responders. Architectural and engineering services, including facility systems and other specialty services for the design of the Public Safety Training Complex are required, including (1) a master plan design for facility space needs of the current training site located at 6644 W. Price Boulevard, and (2) a master plan design for a 300 x 600 driving pad located at 6664 W. Price Boulevard, in North Port. The services may include, but are not limited to, the following:

 

                     a new one-story training office building;

                     classrooms;

                     indoor gun range;

                     storage/vehicle storage;

                     onsite simunition/simulation house;

                     driving pad;

                     urban search and rescue props;

                     bulk storage; and

                     emergency medical services training laboratory.

 

The scope of work and compensation for the project is based on the Request for Proposal No. 2024-17, and a scoping meeting held virtually with the City of North Port on April 10, 2024. The complete scope, including programming and planning, needs assessment, schematic design, design development, construction documents and construction administration, will occur in two phases. The scope under this contract is for Phase I concept design services that will consider future police and fire training needs. It includes programming and planning and the needs assessment, and if approved, will lead to Phase II full design services.

                     

Ongoing training is vital to the continued operational readiness of both the North Port Police Department and North Port Fire Rescue. Contract No. 2024-17 has been reviewed by the Interim City Attorney and is legally correct as to form.

Financial Impact

 

The amount of $69,920.00 will come from budgeted funds in the professional services account 306-2100-521.31-05 under Project PD21DT.

 

Procurement

 

Professional engineering services were procured pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-406 - Professional Services Selection Under Consultants’ Competitive Negotiation Act (CCNA), F.S. §287.055 of the Code of the City of North Port, Florida.
