Approve Professional Consulting Services - Continuing Services Contracts for City of North Port General Planning Services No. 2022-13-01 through 2022-13-05 for City of North Port Planning and Zoning with Hole Montes, Inc., RVI Planning + Landscape Architecture, Inc., Pritchette Steinbeck Group, Inc., S&ME, Inc., and Kimley-Horn and Associates, Inc.

 

Background Information

 

Planning and Zoning requires the services of qualified and experienced Planning and Zoning firms to act as consultants and/or Planners of Record to the City for various planning projects on an “as needed” task-oriented basis. The primary need currently identified for these as needed Consultant services consists of professional support to supplement the City’s Planning staff in conducting review of development proposals and applications.  As needed services may also encompass long-range planning efforts such as planning studies, small area and community plans, community engagement campaigns, research, graphic design, report, and white paper development, and other short- and long-term planning-related tasks.

 

Request for Proposals (RFP) No. 2022-13 was issued on January 12, 2022, to solicit the services of qualified and experienced firms to establish continuing contracts for professional Planning services with North Port Planning and Zoning.  Five firms submitted proposals by the February 14, 2022, deadline. On February 24, 2022, the proposals were evaluated and ranked based on the established criteria for each category. (The finalized ranking form is dated March 1, 2022).  All five firms were selected for award. Refer to attachment 16 for evaluation and ranking details.

 

Under Continuing Contracts 2022-13-01 through 2022-13-05, a detailed Scope of Services will be developed by the City Project Manager for each Work Assignment issued under an awarded contract. The City may award an individual Work Assignment to any Consultant awarded a contract. Selection of the Consultant and award of the Work Assignment will be in compliance with the following criteria:

 

a. Understanding of project and required deliverables.

b. Ability and relevant expertise/qualifications of the firm’s personnel to be used in performing the service.

c. Availability of staff and ability to meet project schedule.

d. Evaluations on prior UT projects.

e. Firm’s proposed cost saving measures for the project.

f. Conflict of Interest form.

g. Disclosure form for Consultant/Engineer/Architect; and,

h. Scrutinized Company Certification Form

 

City staff will obtain from selected Consultant a finalized detailed scope with tasks, fee schedule based on hourly rates submitted with master contract, and project schedule. Negotiations may be required to fine tune the scope and issue a Work Assignment.

 

The Contracts have been reviewed by the City Attorney and approved as to form and correctness.

 

Strategic Plan

 

Economic Development & Growth Management Pillar:

• Develop a Master Plan for the Yorkshire Activity Center.

• Promote neighborhood commercial centers.

• Support redevelopment of identified sections along the Tamiami Trail commercial corridor.

• Improve City processes and regulations to support a business climate of innovation, entrepreneurship, and investment.

                     Implement additional phases of the Warm Mineral Springs Master Plan and support development in North Port’s Opportunity Zone, which includes Warm Mineral Springs, and the trailhead for Legacy Trail.

 

Financial Impact

 

Planning & Zoning Division/NDS has $265,769.75 remaining in funds budgeted for consulting in FY2021-22 and is proposing a $212,000 budget for FY2022-2023.  Consulting services will be required to develop the Master Plan for the Yorkshire Activity Center, update the Housing Study in the Comprehensive Plan to support affordable housing initiative, and may be necessary to assist with development review and amendments to the Comprehensive Plan and Unified Land Development Code.

 

Procurement

 

Professional Services were procured pursuant to Sec. 2-406 of the City of North Port Procurement Code and Florida Statute 287-055, as amended, Consultants’ Competitive Negotiation Act.
