Recommended Action

 

Approve Work Assignment 2021-04 with Stantec Consulting Services, Inc. for $178,160.03, for the Sumter Blvd. Utility Extensions Project.

 

Background Information

 

In 2015, Stantec completed a permitting level design for a project to extend water and wastewater service along Sumter Blvd through the I-75 interchange and obtained the following permits: Florida Department of Environmental Protection (FDEP) Permit for Constructing a Domestic Wastewater Collection/Transmission System, FDEP General Permit for the Construction of Water Main Extensions for Public Water Systems and an FDEP Environmental Resource Permit, all of which had a five-year expiration. It was originally anticipated that a future developer would construct the lines and the City obtained these permits in an effort to expedite the construction process. In 2019, at the direction of the City, Stantec renewed the Wastewater Collection System and Water Main Extension permits. The FEDP Environmental Resource Permit was not eligible for renewal.

 

At the July 22, 2020 Budget Workshop, City Commission directed staff to prioritize the funding of this project for construction in Fiscal Year 2021. To complete this project, Utilities requires engineering services to conduct geotechnical investigations for the crossings under I-75, prepare permit applications for additional permits required, prepare construction plans and specifications, assist with the bidding and selection process for construction services, provide shop drawing and request for information review during construction, prepare record drawings and provide overall project oversight.

 

To date, Stantec has provided all engineering services for this project. Because of their historical and institutional knowledge about this project, Utilities recommends that Work Assignment 2021-04 - Sumter Blvd Utility Extensions be awarded to Stantec Consulting Services, Inc.
