TITLE:                     Discussion and Possible Action Regarding Further Development and Construction of the Police Station Headquarters and the Emergency Operations Center (EOC).  

 

 

Recommended Action

 

Ø                     Authorize staff to work with the engineering firm Schenkel & Shultz to negotiate additional services to complete the site drainage and construction plan for the Police Station Headquarters.

 

Ø                     Authorize staff to work with the engineering firm Schenkel & Shultz to negotiate additional services to complete the site drainage and construction plan for the EOC under CIP F24EOC.

 

Ø                     Direct the City Manager to establish a building program for the new facility allowing for growth up to the year 2065.

 

Ø                     Direct the City Manager to prepare a funding plan for the additional services to complete the site drainage and construction plan at a cost not to exceed $4,000,000.00.

 

Ø                     Direct the City Manager to prepare a funding plan for the remainder of the project.

 

Ø                     Direct the City Manager to initiate the referendum process for a General Obligation Bond to be placed on the 2024 General Election ballot, if applicable.  

 

    

Background Information

 

On April 12, 2022, the parties entered into Agreement No. 2021-17 Professional Architectural and Engineering Service for City of North Port Police Department Facilities (“Original Agreement”) for architectural and engineering services and construction administration services for renovation of the existing North Port Police Department facility and design of the new Emergency Operations Center (“EOC”), 911, evidence facility.  

 

During the City Commission Special Meeting held on March 2, 2023, Agenda Item 23-0262, discussion and recommendation to build an entirely new police headquarters, in lieu of renovating and expanding the current headquarters, and an EOC facility, was presented to Commission. At the conclusion of Commission’s discussion, the following motions were approved:

 

ü                     Motion 1:  Direct the City Manager to proceed with the facility needs of the North Port Police Station to expand at a new location to be determined.  On April 25, 2023, Commission approved the First Amendment to Agreement No. 2021-17 to expand the scope of service, time and related fees of Schenkel & Shultz (“Consultant”), to allow Consultant to begin environmental evaluations on selected parcels for a new police headquarters.

 

ü                     Motion 2:  Direct the City Manager to authorize the identification and debate with identified property owner for a purchase price to be brought back to Commission.  On July 25, 2023, Commission approved the purchase of five parcels located on North Toledo Blade Boulevard for a new police headquarters.

 

ü                     Motion 3:  Authorize staff to work with the engineering firm Schenkel & Shultz to prepare a 30% site, drainage and construction plan including the EOC, contingent upon City Commission approval of the purchase of the property. On September 12, 2023, Commission approved the Second Amendment to Agreement No. 2021-17 Professional Architectural and Engineering Services for City of North Port Police Department Facilities to Expand the Scope of Service of Schenkel & Shultz, Inc. to Phase II - Schematic Design for the New Police Headquarters and an Emergency Operations Center Facility for a Total Consultant Fee of $1,198,030.00.  

 

ü                     Motion 4:  Direct the City Manager to bring back all financing options for construction of the North Port Police Station and EOC.  On February 26, 2024, staff presented financing options for the North Port Police Station and EOC project. 

 

Schenkel & Shultz presented an update to Commission in which options were given for project scale and budget, to which staff presented funding options.

Upon Commission direction on this item, Police Department and Public Works staff will move forward with completion of design and permitting, contract and budget amendments.  Alternative funding may be required dependent upon Commission direction. 

 

Concurrently, staff proposes to move forward in drafting an Ordinance for Commission consideration providing an alternative funding mechanism, such as a Referendum to allow for a General Obligation Bond, to support design and construction of the Public Safety Facility in the 2024 election cycle.

Departmental staff will comply with proper Procurement processes, procedures, and Code for negotiations and contract amendments.
