TITLE: Approve the Award of Request for Proposal No. 2025-16 - Professional Services for Parks & Recreation Master Plan to GAI Consultants, Inc. in the Amount of $249,665 for Project P25PMP Parks Master Plan.
Recommended Action
Approve the Award of Request for Proposal No. 2025-16 - Professional Services for Parks & Recreation Master Plan to GAI Consultants, Inc. in the amount of $249,665 for Project P25PMP Parks Master Plan.
Background Information
During the September 11, 2024, City Commission Special Meeting, consensus was given for staff to create a Capital Improvement Program sheet for the Parks Master Plan including Italy Avenue using $250,000 from Park Impact Fees. Project P25PMP was created and adopted as part of the Capital Improvement Budget & Program included in Ordinance No 2024-31, approved by the Commission on September 25, 2024.
The Parks & Recreation Department worked with the Purchasing Division to advertise Request for Proposal (RFP) No. 2025-16, Professional Services for the Parks & Recreation Master Plan. This RFP was advertised on December 16, 2024, on Demandstar and was broadcasted to 1,245 suppliers plus 2 supplemental suppliers. Formal bids were due on January 14, 2025, and the City received six (6) proposals from the following vendors:

Ø Berry, Dunn, McNeil & Parker, LLC
Ø GAI Consultants, Inc.
Ø Kimley Horn and Associates, Inc.
Ø Miller Legg & Associates
Ø Weston & Sampson Engineers, Inc.
The Selection Committee reviewed and ranked the proposals, and recommended to enter into negotiations with GAI Consultants, Inc. After completion of successful negotiations, the Parks and Recreation Department is requesting City Commission approval to award RFP No. 2025-16 to GAI Consultants, Inc. for Professional Services for the development of a Parks & Recreation Master Plan.
Development of the Parks & Recreation Master Plan will commence upon issuance of the Notice to Proceed, with an anticipated completion of no later than December 2025.
The Award of Request for Proposal No. 2025-16 - Professional Services for Parks & Recreation Master Plan to GAI Consultants, Inc. for Project P25PMP Parks Master Plan has been reviewed by the Interim City Attorney and is legally correct as to form.

Financial Impact
The Parks & Recreation Master Plan is funded through allocations of Park Impact Fees, through Project P25PMP in account number 152-3036-572-31-05, which has an available project balance of $250,000. Additionally, Wellen Park has committed to offset (using West Villages Improvement District Impact Fees) $62,500 towards the Master Plan development contingent upon the final Master Plan being completed and a copy delivered to Wellen Park, LLLP by the end of December 2025.

This service was procured pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-406 Professional services selection under Consultants’ Competitive Negotiation Act (CCNA), F.S. § 287.055 of the Code of the City of North Port, Florida.
