Recommended Action

 

Approval of Licensed Training Provider Agreement with the American National Red Cross for a thirty-six month term at contracted unit prices.

 

Background Information

 

The National Red Cross provides certified curriculum developed by experts in compliance with national drowning prevention and first aid standards. The North Port Aquatic Center is required to have an executed Agreement and pay an annual fee for compliance with the Florida Department of Health rule 64E-9 which states: “Any individual or organization that wishes to provide a Lifeguard or Swimming Instructor training and certification course in the State of Florida must use a “Nationally Recognized Aquatic Training Program” or equivalent as defined in 64E-9.008(2)(a)2 of the Florida Administrative Code.”

 

The City entered into an initial term of thirty-six months with the National Red Cross as a Licensed Training Provider in November 2019. The Parks and Recreation Department currently seeks to recertify the North Port Aquatic Center and its staff to provide public education and staff training in First Aid, CPR, Babysitting, Lifeguarding and Water Safety via the terms outlined in the attached Licensed Training Provider Agreement. Upon approval, the Agreement will be in effect for thirty-six months from date of execution, unless terminated by either party with thirty days’ notice.

 

The Licensed Training Provider Agreement with the American National Red Cross has been reviewed by the City Attorney and is legally correct as to form.

Appendix B is a products package and price list, that outlines the products and fees associated with the offerings of the North Port Aquatic Center. The facility fee is $650 which includes learn to swim fees.  Training and certification classes require additional fees that vary based on number of courses offered and participants enrolled in them.

 

External classes will be offered to the public at a participation fee that will offset the incurred Red Cross fee for certification per the Licensed Training Provider Agreement.

 

The estimated expenses associated with staff training and certifications through this Agreement are $4,135. Training expenses are budgeted within 001-3037-572-55-00. Estimated revenue from Learn to Swim, Lifeguarding Camp, First Aid and Babysitters courses taught by Lifeguards with the Red Cross curriculum is projected to be $4,000 annually.

 

Procurement

 

This service is being procured under City of North Port Procurement Code Section 2-403 (a) (3) b - Exemptions - Subscriptions for periodicals, books, maps or training videos.
