TITLE: Approve the State of Florida Department of Transportation (FDOT) Subgrant for Highway Traffic Safety Funds in the Amount of $120,000, and Authorize the City Manager or the Mayor, as Applicable Under the City Charter, to Execute all Funding Documents After Legal Review.
Recommended Action
Approve the State of Florida Department of Transportation (FDOT) Subgrant for Highway Traffic Safety Funds in the amount of $120,000, and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review.
Background Information
The Florida Department of Transportation (FDOT) State Safety Office awards subgrant opportunities to traffic safety partners that undertake priority programs and activities to improve traffic safety and reduce crashes, serious injuries, and fatalities. Grants may be awarded to address traffic safety deficiencies, for expansion of an ongoing activity or for development of a new program.
The FDOT State Safety Office has identified an excess number of work-zone related fatalities and serious injuries on local roadways within the City of North Port. According to the Fiscal Year (FY) 2025 Highway Safety Matrix, of cities with a population of 75,000 and above in the period 2018-2022, North Port ranks number twelve (12) out of 37 in terms of accidents resulting in serious injuries and fatalities. Special enforcement is needed as well as increased awareness messaging. The original grant application requested funding for overtime and benefits for law enforcement officers and for the purchase of two (2) portable, full size, three-line, Department of Transportation approved message boards to increase driver awareness and provide speed enforcement in active work zones.
The original application and acceptance of the award amount was approved at the Regular City Commission meeting as item 24-0532 on April 23, 2024. However, the City received notification in late September 2024 that the award amount had been increased to $120,000, requiring reauthorization from City Commission. Matching funds are not required. This is a reimbursable grant, meaning the City will spend first and then request reimbursement from the granting agency.
The subgrant award has been reviewed and approved as to form and correctness by the City Attorney.
