TITLE: Approve the Application to the Resilient SRQ Community Development Block Grant Disaster Recovery Program in the Amount of $2,282,907 for the Design and Construction of a Replacement for Water Control Structure No. 114, Located on the Snover Waterway West of Salford Boulevard and Authorize the City Manager or the Mayor, as Applicable Under the City Charter, to Execute all Funding Documents After Legal Review, Should the Grant be Awarded to the City.
Recommended Action
Option 1: Approve the application to the Resilient SRQ Community Development Block Grant Disaster Recovery Program in the amount of $2,282,907 for the design and construction of a replacement for Water Control Structure (WCS) No. 114, located on the Snover Waterway west of Salford Boulevard and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City.

Background Information
Sarasota County is a direct recipient of the U.S. Department of Housing and Urban Development (HUD)'s Community Development Block Grant-Disaster Recovery (CDBG-DR). Sarasota County has named this grant initiative Resilient SRQ. The County will be awarded funding to deliver unmet needs assistance to the community from the impacts from Hurricanes Debbie, Helene, and Milton.
CDBG-DR projects will fund activities related to disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization and mitigation in the most impacted and distressed areas and generally fall into the following categories: housing, restoration of infrastructure, and economic revitalization.
The City of North Port’s Public Works Department is requesting funding for the design and construction of a replacement for WCS No. 114, located on the Snover Waterway west of Salford Boulevard, This project will provide vital and necessary flood control to mitigate damage upstream and downstream of the structure within the structure’s watershed.
This is a reimbursable grant, meaning the City will spend first and then request reimbursement from the granting agency. The grant application deadline is Friday, October 17, 2025. Notification of award is expected in Spring 2026.
If awarded, the Contracts will be reviewed by the City Attorney to ensure they are legally correct as to form.

Financial Impact
The total project cost is estimated at $3,043,877 for the design and construction of a replacement for WCS No. 114, located on the Snover Waterway west of Salford Boulevard. Potential award from the grant is $2,282,907. Funding in the amount of $760,970 will need to be allocated in the Fiscal Year 2027 Road & Drainage District Fund for this project.
