• Pros: Preserves $335,169.00 in funding that could be reallocated to other Public Works needs or projects.
• Cons: Denial would result in the need to amend the design Contract No. 2022-28 with Sweet Sparkman to include estimating and value engineering services, as well as halt progress on the design of the Public Works Facility improvements, resulting in continued inefficiencies and potential increases in future project costs due to inflation or design interruptions.
Background Information
During the City Commission Regular Meeting held on February 27, 2024, the City Commission approved Contract No. 2022-36 with Ajax Building Company, LLC, titled Construction Manager at Risk Preconstruction Services Contract Phase I for the Public Services Facility Phase II. The original Contract scope included Preconstruction Phase services through the Schematic Phase (30%), including collaboration with the design team; participation in constructability reviews and preliminary budget estimates for the expansion and renovation of the Public Works Facility located near the intersection of Price and Chamberlain Boulevards.
With the completion of the Planning and Schematic Design Phase, the Department of Public Works is ready to advance to Phase I, Task C of the Original Agreement which allows tasks and fees to be negotiated as needed to move forward into design development, construction documents, permitting, and bidding to provide a Guaranteed Maximum Price for construction. The tasks and associated fees for this next phase have been negotiated and are included in the First Amendment, which increases the total contract compensation by $335,169.00.
This First Amendment scope includes Preconstruction Phase services related to the following proposed improvements:
Ø Renovations of the existing 22,855 square foot Service Maintenance Building and addition of 17,000 square feet of the Fleet Maintenance bays of the existing pre-engineered metal building.
Ø Renovation of the existing 15,000 square-foot Administration building.
Ø Construction of a new two-story, 35,000 square foot Public Works building, including chemical storage and a pre-engineered metal building (PEMB) system at the exterior bay.
Ø Construction of a new two-level, 143,880 square foot pre-cast concrete Parking Garage (approximately 132 feet x 545 feet footprint).
Ø Construction of a new 19,000 square feet pre-engineered metal building and covered bin area.
The design consultant will continue development of the schematic plans through 60%, 90% and final design and will provide design support services through permitting and bidding.
The First Amendment to Construction Manager at Risk Contract No. 2022-36 for Construction Services Contract Phase II, by and between the City of North Port, Florida, and Ajax Building Company, LLC, for the Public Services Facility Phase II has been reviewed by the City Attorney and is legally correct as to form.
The First Amendment to Construction Manager at Risk Contract No. 2022-36 for Construction Services Contract Phase II, by and between the City of North Port, Florida, and Ajax Building Company, LLC, for the Public Services Facility Phase II was provided to the City Clerk’s Office on November 14, 2025, for signature, subject to City Commission approval.
