Option 1: Approve Ordinance No. 2025-24 on first reading as presented and move to second reading on September 18, 2025.

City Commission Options
Option 1: Approve Ordinance No. 2025-24 on first reading as presented and move to second reading on September 18, 2025.
* Pros: This will adopt the millage rate on which the Non-District Budget was balanced bringing in $39,421,820 in ad valorem tax revenue.
* Cons: The City Commission may wish to lower the millage rate and amend the budget.
Option 2: Amend Ordinance No. 2025-24 with a lower millage rate.
* Pros: The property tax rate for residents will be reduced from what was included in the City Manager's Proposed Budget.
* Cons: The Non-District Budget will need to be amended for this reduction in ad valorem tax revenue.
Background Information
During the City Commission Special Meeting held on July 23, 2025, the City Commission approved the maximum millage rate of 3.7667. That rate established the maximum millage rate that the City Commission can approve without going through the Truth in Millage (TRIM) process again.
The Fiscal Year 2025-2026 Tentative Budget is based on a 3.7667 ad valorem millage rate. This rate represents $3.7667 per $1,000 of taxable value. The proposed millage rate is budgeted to generate $39,421,820 in General Fund revenues at a 96.5% collection rate.
The millage rate of 3.7667 being proposed is the same millage approved since Fiscal Year 2020-2021.
Ordinance No. 2025-24 has been reviewed by the Interim City Attorney and is legally correct as to form.
Pursuant to Florida Statutes Section 166.041(4)(c), a business impact estimate is not required because this Ordinance relates to the adoption of budgets or budget amendments, including revenue sources necessary to fund the budget.
Information for Second Reading
During the City Commission Special Meeting held on September 4, 2025, the City Commission unanimously continued Ordinance No. 2025-24 to second reading on September 18, 2025, as presented. There were no changes to Ordinance No. 2025-24 during the first reading.
