TITLE:                     Approve the License Agreement for the Manatee Technical College/City of Bradenton Law Enforcement Training Center, By and Between the City of Bradenton, the School Board of Manatee County, and the City of North Port, Florida, on Behalf of the North Port Police Department for Use of Firearms Training Facility.

 

 

Recommended Action

 

Option 1: Approve the License Agreement for the Manatee Technical College/City of Bradenton Law Enforcement Training Center, By and Between the City of Bradenton, the School Board of Manatee County, and the City of North Port, Florida, on Behalf of the North Port Police Department for use of firearms training facility.

 

City Commission Options

 

Option 1: Approve the License Agreement for the Manatee Technical College/City of Bradenton Law Enforcement Training Center, By and Between the City of Bradenton, the School Board of Manatee County, and the City of North Port, Florida, on Behalf of the North Port Police Department for use of firearms training facility.

 

                     Pros: Approval of the Agreement will provide the North Port Police Department with an additional training facility for required firearms training and qualifications, while maintaining operational readiness and compliance with established training standards.

                     Cons: Utilization of the Manatee Technical College Law Enforcement Training Center may result in increased travel time.

 

Option 2: Deny the License Agreement for the Manatee Technical College/City of Bradenton Law Enforcement Training Center, By and Between the City of Bradenton, the School Board of Manatee County, and the City of North Port, Florida, on Behalf of the North Port Police Department for use of firearms training facility.

 

                     Pros: Prevents North Port Police Department personnel from having to drive out of the City limits for training.

                     Cons: Negatively impacts the North Port Police Department’s ability to provide required/mandatory law enforcement training at a training facility, which presently have strained availability on current training facilities in Sarasota County.

 

Background Information

 

The License Agreement will allow the North Port Police Department to provide enhanced training needed for mandatory firearms qualifications and recertification training for Police Officers. This Agreement provides for a 12-month agreement from the date of execution.

 

The License Agreement for the Manatee Technical College/City of Bradenton Law Enforcement Training Center, by and between the City of Bradenton, and the City of North Port, Florida on behalf of the North Port Police Department for use of firearms training facility has been reviewed by the City Attorney and is legally correct as to form.

 

The License Agreement for the Manatee Technical College/City of Bradenton Law Enforcement Training Center, by and between the City of Bradenton, and the City of North Port, Florida on behalf of the North Port Police Department for use of firearms training facility was submitted to the City Clerk's Office on February 25, 2026, for signature subject to City Commission approval.

Financial Impact

 

Funding in the amount $10,000 is estimated in range fees for use of the training center on a needed basis which will be utilized from the Fiscal Year 2026 North Port Police Department budget, account number 001-2100-521-55-00.

 

Procurement

 

This will be procured pursuant to Chapter 2 - Administration, Article VIII - Procurement, Section 2-403 Exemption (a)(2) of the City of North Port Procurement Code for Procurement contracts between the City and non-profit organizations, other governments or other public entities.
