Recommended Action

 

Approve applications to the Protecting Florida Together (PFT) Grant for Fixed Weir No.123 in the Amount of $471,000 and Myakkahatchee Creek Maintenance and Debris Removal in the Amount of $2,500,000 and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City of North Port.

 

Background Information

 

The PFT Grant Program is provided to counties, municipalities, and special taxing districts that operate a stormwater or wastewater management system in Brevard, Broward, Charlotte, Collier, Duval, Flagler, Indian River, Lee, Manatee, Martin, Nassau, Palm Beach, Saint Johns, Saint Lucie, Sarasota, and Volusia counties and were egregiously impacted by Hurricane Ian or Hurricane Nicole.

 

The City has applied for funding for two projects: Fixed Weir No 123 Erosion Repair in the amount of $471,000 and Myakkahatchee Creek Maintenance and Debris Removal in the amount of $2,500,000.  Neither project requires matching funds.

 

Fixed Weir No 123 Erosion Repair

 

Hurricane Ian caused severe bank erosion around the eastern side of Fixed Weir No. 123, which is located on the MacCaughey Waterway just south of Snover Waterway. The erosion has lowered the water level upstream of the weir, which is interconnected with Snover Waterway. A large segment of Snover Waterway and other interconnected waterways are experiencing lower-than-normal water levels.

 

Repair of the erosion will enable the City's canal system to properly function as a stormwater conveyance system, source of potable water, and aquatic water body for wildlife habitat and recreation.  It will also significantly lower the risk of catastrophic flooding during and after major weather events, including especially tropical storms and hurricanes.

 

Myakkahatchee Creek Maintenance and Debris Removal

 

There are many fallen trees and other debris blockages in the section of the Myakkahatchee Creek between Price Boulevard and the City’s northern boundary. These blockages cause water to stage up in the Myakkahatchee Creek during a rain event and worsen the flooding on adjacent roads and properties. This grant will help pay for the cost to remove the blockages.

 

This is a reimbursable grant program, meaning the City will spend first and then request reimbursement from the granting agency. The grant application deadline is Friday, March 31, 2023. Notification of award is expected in summer 2023.
