TITLE:                     Approve the Community Development Block Grant Subrecipient Agreement Between Sarasota County, Florida and the City of North Port, Florida for the Renovation of Lift Stations 29, 45 and 73

 

 

Recommended Action

 

Approve the Community Development Block Grant Subrecipient Agreement with Sarasota County in the amount of $453,005 for the Lift Station Renovation Project.

 

Background Information

 

The City of North Port has an interlocal agreement with Sarasota County for the receipt and use of Community Development Block Grant (CDBG) funds. In October 2021, Sarasota County approved the use of CDBG funds for the renovations of three lift stations.  The following lift stations will be renovated:

 

                     Lift station 29 (Chesebro Avenue)

                     Lift station 45 (Talon Back Back/Duck Key)

                     Lift station 73 (Talon Bay Front)

 

These lift stations are at least 15 years old. This project would include removing existing discharge piping, appurtenances, lining of the wet well, and installing replacement submersible pumps and piping. The expected cost of the project is $453,005.

 

Please note that at the July 13, 2021 regular City Commission meeting, Commission approved consent item 4.C., to approve the endorsement of two projects for funding:

 

1.                     Rehabilitation of Lift Stations 29 (Chesebro Avenue), 45 (Talon Bay Back/Duck Key) and 73 (Talon Bay Front): Cost: $400,000.

2.                     Pilot Program - Water Hookup for Low to Moderate Income Residences: Assist low to moderate-income residents with the costs to hook up to central water. Cost: $53,005.

 

City staff was notified that the residential water connection pilot program project, although a CDBG eligible activity under home rehabilitation, is not considered a capital project. The City was only approved for a capital project allocation in the county’s CDBG plan. Thankfully, the General Manager of the Office and Housing and Community Development notified us that City residents who need water connections may instead apply through the county for the State Housing Initiative Partnership (SHIP) funding. The funding mechanism is already in place and will allow our residents to receive the same benefit that the CDBG program would offer.  The residents that need water hook ups are being directed to this countywide program. The $53,005 was allocated toward the lift station project to cover inflation.

 

The agreement has been reviewed by the City Attorney for legal form and correctness.
