Recommended Action

 

Approve Work Assignment No. 4 with Layne Inliner, LLC. in the amount of $ 55,500 and Work Assignment No. 5 with Insituform Technologies, LLC. In the amount of $ 769,042.58 for the Inflow & Infiltration Project.

 

Background Information

 

Commission approved the zero-dollar, multiyear Contract Nos. 2018-41.001, 2018-41.002, and 2018-41.003 with Insituform Technologies, LLC., Layne Inliner LLC., and Hinterland Group, Inc. respectively on May 22, 2018 with the direction to bring each individual work assignment back to Commission for approval. The first work assignment, in the amount of $100,000 for heavy cleaning and CCTV with Layne Inliner LLC. was also approved at this meeting. 

 

Inflow and infiltration (here in and after, I/I) are extraneous flows that enter the wastewater collection system and flow through to the plant. These flows reduce the capacity of the system and can lead to sanitary sewer overflows.  Inflow occurs when storm water enters the sewer system through flooding of the manholes and direct connections of storm water to the wastewater collection system. Infiltration occurs when groundwater and storm water enter into wastewater collection system as a result of physical defects such as cracked pipes, leaking manholes or deteriorated joints. Most of the I/I experienced by the City is a result of infiltration and this I/I Rehabilitation Project is designed to mitigate that infiltration. The Inflow and Infiltration Rehabilitation project includes sewer line cleaning, closed circuit television inspection (CCTV), gravity sewer smoke testing, manhole rehabilitation, manhole lining systems, cured-in-place pipe lining and spot repairs, and grouting lateral connections. The type of repair will vary by area and will be based on the CCTV inspection of the targeted systems.

 

The CCTV of the approximate 32,000 liner feet (LF) of System 22 has been completed. The system has numerous leaks, cracked and shattered pipe. Based on the logs and videos of the inspections, staff has determined that approximately 14,918 LF of the system will use a manhole to manhole cured in place liner system. This system is being utilized in segments that have multiple cracked/shattered pipe and/or multiple sources of infiltration. In addition, staff is recommending 74 spot repairs using a cured in place liner system. The spot repairs are being proposed for segments of pipes that are in good shape but have one or two areas with a crack and/or infiltration. Insituform Technologies, LLC. was the low bidder on the manhole to manhole cured in place liner system and Layne Inliner, LLC. now Granite Inliner, LLC., was the low bidder on the spot cured in place system. Layne Inliner LLC. has submitted a name change with the State of Florida and is now Granite Inliner, LLC. 

 

The Inflow and Infiltration Rehabilitation Project was advertised on February 8, 2018. A non-mandatory pre-bid meeting was held on February 22, 2018 at City Hall. Six bids were received, opened, and read on March 23, 2018 at 2:00pm.
