Recommended Action

 

Approve Agreement No. 2018-56, Professional Engineering Services for Water Transmission Main from Myakkahatchee Creek Water Treatment Plant to Ortiz Blvd with Kimley-Horn and Associates, Inc. in the amount of $ 338,650.

 

Background Information

 

In order to expand the transmission capacity, the City of North Port established a multi-year project to increase the size of the water main from the Myakkahatchee Creek Water Treatment Plant to Ortiz Boulevard. The City has recently completed the construction of a 16-inch water main from the Myakkahatchee Creek Water Treatment Plant south along North Port Boulevard to just south of the bridge located at the back entrance of Winn Dixie. The City also has a 16-inch water main from Eager Street to Grobe Street out for bid and construction is anticipated to start soon. 

 

This project includes the remaining portions of 16-inch water main necessary to complete this multi-year project.  It consists of approximately 5,650 linear feet from the bridge on North Port Boulevard to Eager Street and approximately 2,200 linear feet from Grobe Street to Ortiz Boulevard for an overall length of 7,850 linear feet. The crossing of Myakkahatchee Creek will be a critical component of this project.  Most of this route is along US 41 and will require extensive coordination with Florida Department of Transportation (FDOT), utility owners within the project boundary, as well as other design engineers responsible for other portions of the project currently underway. 

 

An RFP for professional design engineering services was advertised and proposals were due on June 11, 2018. Four engineering firms, DMK Associates, Inc, Kimley-Horn and Associates, Inc., Stantec Consulting, Inc., and TKW Consulting Engineers, Inc. submitted proposals.  On June 20, 2018, telephone interviews were conducted with the four firms followed by the evaluation and ranking meeting. Kimley-Horn and Associates, Inc. was ranked first, and negotiations followed over the next several weeks.  The result of the negotiations is an agreement which includes a scope of work and fee for Kimley Horn and Associates, Inc. for the design, permitting, and bidding of the project described above. The notice to proceed will not be issued until October 1, 2018 per the firms submitted schedule.

 

Legal has reviewed the agreement and has approved it as to form and correctness.
