Recommended Action

 

Option 1: Approve Contract No. 2026-12 for US-41 South Access Road Linear Parking with Spectrum Underground, Inc. in the amount of $613,071.73 and contingency in the amount of $91,960.76 for a total amount of $705,032.49.

 

City Commission Options

 

Option 1: Approve Contract No. 2026-12 for US-41 South Access Road Linear Parking with Spectrum Underground, Inc. in the amount of $613,071.73 and contingency in the amount of $91,960.76 for a total amount of $705,032.49.

 

                     Pros: Allows construction of Phase I of the US-41 Linear Parking Project to proceed, providing additional parking and pedestrian improvements intended to support adjacent businesses and improve corridor accessibility.

                     Cons: Commits $705,032.49 in project funding that would no longer be available for allocation to other potential Public Works capital improvement projects.

 

Option 2: Deny Contract No. 2026-12 for US-41 South Access Road Linear Parking with Spectrum Underground, Inc.

 

                     Pros: Preserves the project funding for potential use for other Public Works capital improvement projects.

                     Cons: Construction of Phase I of the US-41 Linear Parking Project would not proceed under this Contract, delaying or preventing the planned parking and pedestrian improvements.

 

Background Information

 

The US-41 access roads are lined with commercial properties such as restaurants, stores, and other businesses that generate demand for customer parking. Many of these properties have limited or no on-site parking, resulting in customers parking in the right-of-way or in vacant grass lots.

 

The City developed plans to provide parking along the US-41 access roads utilizing pervious pavement to reduce stormwater impacts. Additionally, the project includes pedestrian amenities such as crosswalks, benches, and native landscaping along the US-41 multi-use path adjacent to the project area. This project is divided into three phases:

 

Ø                     Phase 1: South Access Road between Bolander Terrace and North Port Boulevard (49 parking spaces).

Ø                     Phase 2: South Access Road between North Port Boulevard and Almonte Terrace (42 parking spaces).

Ø                     Phase 3: North Access Road between North Port Boulevard and Espanola Avenue (72 parking spaces).

 

Contract No. 2026-12 provides for the construction of Phase 1 of the linear parking project.

 

Request for Bid (RFB) No. 2026-12 was opened on March 10, 2026. Five bidders, 1) Cathcart Construction Company - Florida, LLC; 2) Spectrum Underground, Inc.; 3) The Kearny Companies, LLC; 4) Shipps Excavating, Inc.; and 5) American Design Engineering Construction Inc., responded. Spectrum Underground, Inc., was the lowest responsive and responsible bidder.

 

Contract No. 2026-12 for US-41 South Access Road Linear Parking with Spectrum Underground, Inc. in the amount of $613,071.73 and contingency in the amount of $91,960.76 for a total amount of $705,032.49 was reviewed by the City Attorney and is legally correct as to form.

 

Contract No. 2026-12 for US-41 South Access Road Linear Parking with Spectrum Underground, Inc. in the amount of $613,071.73 and contingency in the amount of $91,960.76 for a total amount of $705,032.49 was submitted to the City Clerk’s Office June 30, 2026, for signature, subject to City Commission approval.
