TITLE: Approve Services Agreement with PropLogix LLC, d/b/a Orange Data Systems for Lien Search Services
Recommended Action
Approval of Services Agreement with PropLogix LLC, d/b/a Orange Data Systems to perform lien searches regarding properties within the City limits.
Background Information
PropLogix LLC, d/b/a Orange Data Systems currently performs lien searches for the City of North Port through a competitive exemption utilizing a City of Delray Beach agreement. Over the past five years, the vendor has performed an average of 4,462 lien searches per year. Under the City of Delray Beach agreement, the cost of the lien search to the customer is $25.00 and the City receives $12.50 per search from Orange Data Systems.
At the recommendation of the City’s Purchasing Division, a service agreement has been created between the City and Orange Data Systems, eliminating the need to be a third party to another entity’s agreement.
As with the City of Delray Beach agreement, the services are performed at no cost to the City, and while the customer charge for the lien search is increased to $75.00, the City would receive $50.00 per search with Orange Data Systems retaining $25.00 per search.
The City Attorney’s office has reviewed the agreement and found it is legally correct as to form.

Financial Impact
The agreement results in revenue to the city, which revenue is credited to account #001-0000-341.10-40, Lien Search. The last five-year revenues to City under the existing agreement totaled approximately $279,150.00 (average $55,830 per year). Under the new agreement, a larger portion of the fee for the lien searches will be provided to the City, which offsets administrative expenses.
