Recommended Action

 

Option 1: Approve the Seventeenth Amendment to Construction Manager at Risk Contract No. 2023-17.002 for Construction Services Contract Phase II by and between the City of North Port, Florida and Halfacre Construction Company for Installation of Portable Office Trailers in the amount of $535,297.64.

Option 1: Approve the Seventeenth Amendment to Construction Manager at Risk Contract No. 2023-17.002 for Construction Services Contract Phase II by and between the City of North Port, Florida and Halfacre Construction Company for Installation of Portable Office Trailers in the amount of $535,297.64.

                     Pros: The additional space provided by these trailers will enhance working conditions for our current Police Department staff, who many are currently confined to closets, conference rooms, and interview rooms within the existing Police Department Headquarters.

                     Cons: Commits funds for this project that could potentially be used for other projects.

 

Option 2: Deny the Seventeenth Amendment to Construction Manager at Risk Contract No. 2023-17.002 for Construction Services Contract Phase II by and between the City of North Port, Florida and Halfacre Construction Company for Installation of Portable Office Trailers in the amount of $535,297.64.

                     Pros: Allows for the use of funds for other purposes.

                     Cons: Police Department staff remain in the overcrowded condition of the existing Police Department Headquarters for an undetermined amount of time. 

 

Background Information

 

The North Port Police Department has grown their team and needs more space.  Two (2) portable office units will be purchased through the Sourcewell Contract with Willscot and placed on site. 

 

Halfacre Construction Company, under Work Assignment 2024-01-FM, was selected to assist in the evaluation of placement options for the new trailers.  Several options were evaluated, however, only one location proved feasible.  This Guaranteed Maximum Price (GMP) includes the installation of water, sewer, electric, network/data, sidewalks and fire alarm connections necessary to occupy the facilities. The purchase of the trailers will be conducted independently of this Contract.

 

The Seventeenth Amendment to Construction Manager at Risk - Contract No. 2023-17.002 for Construction Services Contract Phase II with Halfacre Construction for Installation of Portable Office Trailers has been reviewed by the Interim City Attorney and is legally correct as to form.

Funding in the amount of $535,297.64 is available in the Fiscal Year 2025 budget, account number 150-2100-521.62-00 within the Project PD26OT.

 

Procurement

 

Construction Management at Risk Services were procured pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-406 - Professional services selection under Consultants’ Competitive Negotiation Act (CCNA), F.S. §287.055 of the Code of the City of North Port, Florida.
