Recommended Action

 

Approve Resolution Number 2020-R-20 Authorizing the City Manager or Designee to Sign and Execute the Hazard Mitigation Grant Program Application for the Rehabilitation of Water Control Structure 113; Incorporation Recitals: Providing for Conflicts; Providing for Severability; and Providing an Effective Date.

 

Background Information

 

City staff is preparing a Hazard Mitigation Program Grant (HMGP) application for the rehabilitation of Water Control Structure 113, located on the Snover Waterway at 5946 Battersea Road.  The Hazard Mitigation Grant is a Federal Emergency Management Agency program resulting from 2018 Hurricane Michael which impacted the panhandle.  Since Sarasota County was not impacted by the hurricane, the City of North Port will be considered a Tier 3 applicant, meaning that if there are any funds are left over from grant requests by the counties directly impacted, the program is open to qualified projects all over the state.  Over $302 million is being made available through this grant program.  The City is requesting $3,118,500 and will need to provide $1,039,500 in matching funds.  The City will also request $207,900 in management costs to help monitor the grant. If this grant is awarded, it will be a two-phase award - one for design and one for construction. 

 

Applications are due March 10, 2020.  The applications are very technical in nature and a final version will not be complete in time for the February 25th or March 3rd agenda deadlines.  A resolution is required by the grant program if anyone other than the Mayor signs the application. 

 

Because the City is a Tier 3 applicant and must wait for the directly impacted counties to receive their awards, it could take a year or longer before any grant award determination is announced.  To put the process in perspective, the state is still working with statewide HMGP allocations from 2017 Hurricane Irma and not all funding contracts have been awarded.

 

The resolution has been reviewed by the City Attorney’s office as to form and correctness.

Develop and implement flood reduction and drainage improvement programs while continuing to balance the supply of potable water.

 

Financial Impact

 

Matching funds are proposed in the Water Control Structure Program Capital Improvement Project fiscal year 2021 and 2022 budget from Surtax and Road and Drainage funds.  An additional funding source is needed to cover the full cost of this project, and this grant would serve as the additional funding source.
