Discussion and Possible Action on a Vulnerability Assessment and Adaptation Plan.

 

Background Information

 

Section 380.093, Florida Statutes, established a grant program for municipalities to fund the costs of community resilience planning, including necessary data collection and analysis. On August 24, 2022, Florida Department of Environmental Protection (FDEP) Agreement No. 22PLN95, became effective and the City was awarded $200,000 to conduct a comprehensive Vulnerability Assessment and develop an Adaptation Plan. The assessment evaluated critical assets and infrastructure susceptibility to sea-level rise as modeled utilizing accepted means and methodologies. The project timeline and requirements were also prescribed via the FDEP Agreement.

 

During the Road and Drainage District meeting on April 25, 2023, Commission approved Agreement 2023-10 with Stantec Consulting Services, Inc. to perform the Vulnerability Assessment that provides based information for future decision-making and an actional Adaptation Plan for future implementation.  

 

Stantec Consulting Services Inc. has prepared a presentation of the Vulnerability Assessment findings for City Commission consideration. The presentation includes an overview of recommendations and potential adaptation strategies.  Staff recommends City Commission evaluate the recommendations and provide direction on strategies for the development of an Adaptation Plan.

Financial Impact

 

The City of North Port Road and Drainage District account 107-5000-334.36-10 will be reimbursed $200,000 by the State per Agreement No. 22PLN95. 

 

Procurement

 

Professional Engineering Services were procured pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-406 - Professional Services selection under Consultant’s Competitive Negotiations Act (CCNA), F.S. 287.005 of the Code of the City of North Port, Florida.
