TITLE: Approve the Award of Request for Bid No. 2026-15, Sod Supply, Deliver, and/or Install Services, to Greenscape Innovations, Inc., Based on Line-Item Pricing on an As-Needed Basis in an Amount Not-to-Exceed $250,000.00 Annually, for an Initial Term Through September 30, 2029, With Two-Additional One-Year Renewal Options, and Authorize the City Manager to Approve Renewals in Accordance With the Terms and Conditions of the Solicitation.
Recommended Action
Option 1: Approve the award of Request for Bid No. 2026-15, Sod Supply, Deliver, and/or Install Services, to Greenscape Innovations, Inc., based on line-item pricing on an as-needed basis in an amount not-to-exceed $250,000.00 annually, for an initial term through September 30, 2029, with two additional one-year renewal options, and authorize the City Manager to approve renewals in accordance with the terms and conditions of the solicitation.
City Commission Options
Option 1: Approve the award of Request for Bid No. 2026-15, Sod Supply, Deliver, and/or Install Services, to Greenscape Innovations, Inc., based on line-item pricing on an as-needed basis in an amount not-to-exceed $250,000.00 annually, for an initial term through September 30, 2029, with two additional one-year renewal options, and authorize the City Manager to approve renewals in accordance with the terms and conditions of the solicitation.
• Pros: Provides competitively procured sod supply, delivery and installation services necessary to stabilize disturbed soil and complete swale regrading and drainage improvement projects performed by City staff.
• Cons: Staff have not identified any foreseeable negative consequences associated with approving this award.
Option 2: Deny the award of Request for Bid No. 2026-15, Sod Supply, Deliver, and/or Install Services, to Greenscape Innovations, Inc.
• Pros: Staff have not identified any foreseeable benefits associated with denying this award.
• Cons: May delay the completion and stabilization of swale regrading and drainage improvement projects while staff conducts an additional procurement or identifies an alternative source for sod supply, delivery, and installation services.
Background Information
The Public Works Department performs residential swale regrading and drainage improvement projects throughout the year. Following regrading, the disturbed soil requires stabilization to reduce erosion and protect the completed grading during rainfall. Sod provides immediate ground cover and helps stabilize swale slopes while vegetation becomes established.
The Department of Public Works, Road and Drainage District prepared a Request for Bid (RFB) for sod supply, delivery, and/or installation services. The solicitation was advertised on DemandStar, and four (4) bids were received on April 15, 2026:
Ø Hivesta Construction, LLC
Ø Perez Trucking and Sod, Inc.
Ø Siteone Landscape Supply
Ø Greenscape Innovations, Inc.
Based on the sealed bids received by the Purchasing Division of the Finance Department and the award criteria contained in the solicitation, Public Works Department recommends awarding all services included in RFB No. 2026-15 to Greenscape Innovations, Inc.
The initial contract term begins on the date of award and continues through September 30, 2029. This solicitation provides for two (2) additional one (1) year renewal options following the initial term.
Purchase orders will be issued upon the award of this bid and any subsequent renewals. The purchase order, the vendor’s signed bid form, the solicitation, and all issued addenda will collectively constitute the binding Agreement between the City and the vendor.
RFB Contract No. 2026-15 has been reviewed by the City Attorney and is legally correct as to form.
RFB Contract No. 2026-15 has been provided to the City Clerk’s office on August 31, 2026 for signatures subject to City Commission approval.

Financial Impact
Funding in the amount of $554,285.00 is included in the Road and Drainage District Fiscal Year 2026 budget in account number 306-5000-541.63-00, Project No. R26DSI, Infrastructure. Additionally, funding in the amount of $503,745.00 is included in the Road and Drainage District Fiscal Year 2026 budget in account number 107-5000-541.52-13, Project R26DSI, Infrastructure.
Cost of services are associated to capital activities when it is conjunction with a capital project.
Any purchase made on or after October 1, 2026, or each year after, against this contract is contingent on future appropriated funds.
Procurement
RFB No. 2026-15, Sod Supply, Deliver, and/or Install Services, was procured pursuant to Chapter 2 - Administration, Article VIII - Procurement, Section 2-404 - Competitive Sealed Bid Process of the Code of the City of North Port, Florida.
