TITLE: Warm Mineral Springs Structural Assessment Report
Recommended Action
Accept the structural assessment report and provide consensus for staff to develop a budget plan to move forward with the following actions:
1) Renovation of Building 1
2) Complete replacement (in original footprint) of Building 2
3) Historic Restoration of Building 3 Cyclorama
Background Information
At the July 29, 2016 workshop, Commission had a general agreement to move forward with Task 2 of the scope of services with DMK Associates for the structural assessment of the buildings at Warm Mineral Springs while pursuing the national historic designation.
For clarity, the buildings are identified as:
• Building 1 consisting of the Retail Center, General Store and Front Offices
• Building 2 consisting of the Changing Rooms, restrooms and lockers, treatments room and restaurant space
• Building 3, Cyclorama is an exhibit and specific purpose area of assembly
DMK Associates has completed their assessment and in order to assist the City in developing alternatives to keep, improve or replace the existing buildings, a cost assessment has been made regarding the renovation and replacement options for each building. The following summary of costs has been developed and detailed figures have been presented within the assessment text as well as Exhibits C and D of the attached structural assessment. DMK noted the following options:
• Renovating Building 1, Building 2 and Building 3 at an anticipated cost of approximately $2.731 MM
• Renovating Building 1 and 3 and reconstructing Building 2 at an anticipated cost of approximately $2.764 MM
• Renovating building 3 and reconstructing Buildings 1 and 2 new at an anticipated cost of approximately $2.734 MM
DMK suggests that the City should select a hybrid solution involving retaining Building 1 as historic and maintaining its function as an entrance to the facilities. Building 3, Cyclorama should be preserved, as it provides an excellent example of the original springs facility in use during the Quadricentennial Celebration. DMK suggests that Building 2 should be replaced. The additional cost of replacement would be recovered in the additional services that it would provide as Changing Rooms, Restrooms and Lockers, Treatment Rooms and Restaurant facility. The building would be designed using modern architecture and though it may never be deemed historic, the building would provide a valuable asset to the operations of the Springs facility.
DMK suggests if replacement of Building 2 is chosen, that the new building be placed over the existing foundation and that the facility operates in the same capacity as the original design.

Associated costs are as follows by Building:
Historic Renovation Building #1 $794,000
New Construction Replacing Building #1 $764,000
Historic Renovation Building #2 $1,326,000
New Construction Replacing Building #2 $1,359,000
Historic Renovation Building #3 Cyclorama $611,000
Based upon Commission direction a corresponding Capital Improvement Plan modification, identification of a funding source, and budget appropriation will be required to begin the Historic Renovations and Construction projects. In the FY16/17 budget $500,000 is budgeted towards the design/implementation of these improvements. Dependent upon Commission direction, additional funding will be needed to fully renovate/replace the buildings at Warm Mineral Springs.
Procurement
Upon funding appropriation; a design Request for Proposal followed by a construction Request for Bid will be solicited.
