TITLE: Award renewal of RFB No. 2018-01 EMS Supplies and Equipment with Bound Tree Medical LLC, Henry Schein, Inc., and Quadmed, Inc. at the attached unit prices for an estimated annual FY 2019-20 amount of $136,100.00.

Award renewal of RFB No. 2018-01 EMS Supplies and Equipment with Bound Tree Medical LLC, Henry Schein, Inc. and Quadmed, Inc. at the attached unit prices for an estimated annual budgeted amount of $136,100.00.
Background Information
North Port Fire Rescue maintains an in-house managed inventory system of basic and advanced life support medical supplies, diagnostic, and immobilization equipment to be used exclusively by the North Port Fire Rescue for advanced life support and Emergency Medical Services operations. The department routinely orders medical supplies from vendors established through a competitive bidding process.
A formal Request for Bid was issued to secure firm pricing for the purchase of Emergency Medical supplies and equipment on an “as needed basis.” The initial term of the award was from September 26, 2017 through and including September 30, 2018 with the option to renew for three (3) additional one (1) year terms, by mutual consent, at the same terms and conditions.
1st Renewal Term: October 1, 2018 through September 30, 2019
2nd Renewal Term: October 1, 2019 through September 20, 2020
North Port Fire Rescue intends to make some level of purchases from various vendors. To benefit from pricing offered by vendors, awards will be based on nearly 300 individual items. No one vendor can provide all the items, so various vendors will be utilized. During the ordering process, the item’s specifications, pricing and amount of total purchase, availability, expiration date and delivery date are taken into consideration to which approved vendor to select. This flexibility to work with vendors gives us the flexibility to use the vendors whose extended backorder or quick expiration dates work best for us.
Since award of RFB No. 2018-01 the following has transpired:
1. At the first renewal the pharmaceutical supplies were removed from award and were quoted under RFQ 2019-01.
2. Southeastern Emergency Equipment and Midwest Medical Supply Co., LLC (Concordance Healthcare Solutions) were acquired by Bound Tree Medical LLC.
3. Since award Moore Medical LLC changed its name to McKesson Medical-Surgical Governmental Solutions LLC (MMSGS).
4. MMSGS Declined to renew.
As a result, this renewal is only for the EMS Supplies and Equipment with Bound Tree Medical LLC, Henry Schein, Inc., and Quadmed, Inc.

Financial Impact
Fire Rescue’s General Fund/EMS approved FY 2019-20 budget includes $136,100.00 for EMS Supplies and Equipment. Budgeted items are in account numbers 001-2222-526-5201 and 001-2222-526-5250.
Procurement
Emergency Medical Supplies and Equipment were procured utilizing the competitive sealed request for bid process pursuant to Section 2-404 of the City of North Port Procurement Code.
