Background Information

Currently, the City utilizes the contracted services of a State Lobbyist to monitor the summaries of proposed or passed State legislation and how it may affect the City of North Port. However, due to the complexity of proposed legislation, grant funding opportunities, potential reduction of funding as well as other internal needs, a new Legislative Analyst position is being proposed in Fiscal Year 2022. The Legislative Analyst will be part time working 30 hours per week and will perform the following duties:

Critique State legislation initiatives that affect the City of North Port and provide detailed reports about how the legislation will influence the City’s activities.

Extensive research; meetings with City staff, Commissioners and other members of the state government before bills are proposed or passed providing insight that will influence the shape of the bill.

Communicate the City’s stance and findings on State legislative policy both internally and externally through reports, memorandums, social media and presentation.

Communicate with government officials, lobbyists and members of the public who have questions about State legislation.

Perform other duties including organizing meetings and conferences or arranging official visits from State legislators with City Commissioners.

Monitor developments and changes in government and budget processes by attending conference, meetings and seminars and traveling to program sites when necessary.

This request is for a part time employee working 30 hours a week or a .75 full-time equivalent. Since the position is working 30 hours a week, full-time benefits will be included. The anticipated start date would be July 1, 2022.  The full year cost for the Fiscal Year 2022-2023 budget will be 60,555.
