Recommended Action

 

Continue Ordinance 2021-14, Village J Village District Pattern Plan to second reading on March 2, 2021.

General Information

 

Village J is identified as a ± 631-acre parcel bounded by Bounded by the future Manasota Beach Road to the north, West Villages Parkway to the east, Preto Boulevard to the west, and the City of North Port municipal boundary to the south.

 

John Luczynski, on behalf of property owner Manasota Beach Ranchlands LLLP, submitted on August 19, 2020, a Village District Pattern Plan (VDPP) - Combined application. This application includes all required steps of the VDPP process including the site analysis, preliminary, proposed, and final VDPPs as outlined in the Unified Land Development Code (ULDC).

 

Of the total 631 acres of Village J, there are 509 acres dedicated to the residential neighborhoods, 82 acres to the mixed-use residential neighborhood internal to the Village and 40 acres in the two external mixed- use areas. At buildout, the Village is envisioned to consist of 1,704 dwelling units, 75,000 square feet of commercial, and 25,000 square feet of office.

 

The Planning and Zoning Division staff recommends approval of Ordinance 2021-14, Village J Village District Pattern Plan. This item will be heard by the Planning and Zoning Advisory Board during their Regular Meeting to be held on February 18, 2021, which as of the date of this agenda item creation has not yet occurred.  Due to time constraints, the outcome of the Planning and Zoning Advisory Board Meeting will be entered into the record at first reading of Ordinance No. 2021-14.

 

Ordinance No. 2021-14 has been reviewed by the City Attorney and is legally correct as to form.

 

Added for Second Reading:

 

Commission heard this ordinance at their regularly scheduled meeting on February 23, 2021.  There was discussion on the fire station site planned as a Village Center and concern about nonresidential acreage availability.  Commission voted 4-0 to continue Ordinance 2021-14 to second reading on March 2, 2021 correcting the Fire Station diagram and scrivener’s errors/typos to figures and tables.
