Recommended Action

 

The City Commission approve DMP-23-019, Presidium Apartments Development Master Plan.

 

General Information

 

On behalf of PG Investco, LLC, Mark Ferrell has submitted a Development Master Plan petition to construct up to six hundred sixty (660) multi-family residential units with associated amenities and infrastructure. The applicant has proposed dividing the units between ten (10) residential structures with two (2) amenity centers. On-site stormwater, a system of sidewalks, and preserved wetlands and uplands are also proposed. The applicants are requesting a single modification to the required setback along Panacea Boulevard. Unified Land Development Code (ULDC) Section 53-10 requires the setback to be equal to two (2) times the building height. The applicant requested a modification to reduce the required setback from one-hundred and ten feet (110’) to eighty feet (80’).

 

The site is located along Panacea Boulevard east of The Lakes at North Port and north and west of Cypress Falls. The site is zoned Planned Community Development (PCD) and designated Activity Center Future Land Use, specifically located in Activity Center #4. The site is also located within the Panacea/Woodland Development of Regional Impact. The site is regulated by the following:

Ø                     City of North Port ULDC

Ø                     City of North Port Urban Design Standards Pattern Book

Ø                     Panacea/Woodlands Development of Regional Impact Development Order (Resolution No. 2000-R-26).

 

DMP-23-019, Presidium Apartments Development Master Plan will be presented to the Planning and Zoning Advisory Board (PZAB) during their Regular Meeting scheduled on July 20, 2023. The PZAB’s recommendation pertinent to DMP-23-019 will be communicated to the City Commission in one of the following manners:

 

Ø                     Via email from the City Manager.

Ø                     Verbally by Development Services staff during their presentation of agenda item DMP-23-019 at the City Commission Regular Meeting on July 25, 2023.

The model utilized by staff estimates the development will have a net fiscal impact of $7,364,921 over the first five (5) years of operation.
