TITLE: Approve the Application to the Florida Department of Emergency Management Hazard Mitigation Assistance Grant for City Hall Hardening in the Estimated Amount of $3.5 Million and Authorize the City Manager or the Mayor, as Applicable Under the City Charter, to Execute all Funding Documents After Legal Review, Should the Grant be Awarded to the City of North Port.
Recommended Action
Approve the application to the Florida Department of Emergency Management (FDEM) for a Hazard Mitigation Assistance Grant in the estimated amount of $3.5 million for the hardening of City Hall, and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City of North Port.
Background Information
FDEM manages the Federal Emergency Management Agency hazard mitigation assistance program for the State of Florida. The grant provides funding for eligible mitigation measures that reduce future disaster losses. Hazard mitigation means any sustainable action that reduces or eliminates long-term risk to people and property from future disasters. Mitigation planning breaks the cycle of disaster damage, reconstruction and repeated damage. Hazard mitigation includes long-term solutions that reduce the impact of future natural disasters.
City Hall currently functions as the Emergency Operations Center. The proposed project will provide protection from high winds and associated debris up to 160 mph. Protecting the building envelope will prevent damage to the structure, its contents, and prevent displacement and loss-of-productivity costs. The application is for the installation of an upgraded roofing system and new impact-resistant windows, doors, louvers, vents and other openings.

Financial Impact
The potential award of $3.5 million from FDEM will also cover grant management costs up to $234,000. The City is responsible for a 25% match of up to $1.25 million. If awarded, matching funds will be allocated from SB4A Ian recoveries first. Any remaining matching funds will need to be budgeted in the General Government Repair and Replacement Fund, General Fund, or other funding source.
Procurement
If awarded, all grant related purchases will be made pursuant to the code of the City of North Port as well as the City’s procurement policies and procedures.
