TITLE: Approve the Central Florida Internet Crimes Against Children Task Force Memorandum of Understanding Between the City of North Port, Florida, and the Osceola County Sheriff's Office.
Recommended Action
Option 1: Approve the Central Florida Internet Crimes Against Children Task Force Memorandum of Understanding Between the City of North Port, Florida, and the Osceola County Sheriff's Office.
City Commission Options
Option 1: Approve the Central Florida Internet Crimes Against Children (ICAC) Task Force Memorandum of Understanding (MOU) Between the City of North Port, Florida, and the Osceola County Sheriff's Office.
• Pros: This MOU will allow the North Port Police Department to conduct investigations into Internet Crimes Against Children under the umbrella of the ICAC Task Force. The ICAC Task Force provides funding, standards, and training for its affiliates.
• Cons: Occasionally, this MOU will call for Detectives that will need to participate in Central Florida as part of the ICAC Task Force, albeit for a minimal amount of time.
Option 2: Deny the Central Florida ICAC Task Force MOU Between the City of North Port, Florida, and the Osceola County Sheriff's Office.
• Pros: Denial of this MOU will allow those Detectives assigned to these types of investigations to conduct other types of investigations.
• Cons: Denial of this MOU will prevent the North Port Police Department from investigating Internet Crimes Against Children as part of the ICAC Task Force, which is the standard of measurement for prosecution.
Background Information
The ICAC Task Force sets the minimum standards and training requirements for Internet-based Crimes Against Children investigations. The Osceola County Sheriff’s Office is the Lead Agency for the Central Florida ICAC Task Force and the purpose of this MOU is to formalize working relationships between the Lead Agency and the City. The MOU has been in effect since the Osceola County Sheriff’s Office was appointed as the Lead Agency and is now being modified to include the addition of a Non-Discrimination clause to the Terms of Agreement as well as provide authorization for the City Manager, or designee, to approve future renewals that do not change the City’s obligation under the MOU.
The Central Florida Internet Crimes Against Children Task Force Memorandum of Understanding Between the City of North Port, Florida, and the Osceola County Sheriff's Office has been reviewed by the Interim City Attorney and is legally correct as to form.
