Recommended Action

 

Option 1: Approve the utilization of Sourcewell Contract No. 091422 with W.W. Grainger, Inc. for industrial supplies, building materials, equipment, tools and accessories, on an as-needed basis in the amount not to exceed $120,000 annually through the term ending November 8, 2027, and authorizing the City Manager to approve any modifications, renewals, or terminations in concurrence with Sourcewell.

 

City Commission Options

 

Option 1: Approve the utilization of Sourcewell Contract No. 091422 with W.W. Grainger, Inc. for industrial supplies, building materials, equipment, tools and accessories, on an as-needed basis in the amount not to exceed $120,000 annually through the term ending November 8, 2027, and authorizing the City Manager to approve any modifications, renewals, or terminations in concurrence with Sourcewell.

 

•                     Pros: Approving the use of the Contract allows the City to take advantage of a Contract that was already competitively solicited, the City of North Port saves time and resources while still taking advantage of competitive pricing.

•                     Cons: Approving the use of the Contract can save time, but it may come at the cost of customization, pricing certainty, and direct control over the Agreement.

 

Option 2: Deny utilization of Sourcewell Contract No. 091422 with W.W. Grainger, Inc. for industrial supplies, building materials, equipment, tools and accessories, on an as-needed basis in the amount not to exceed $120,000 annually through the term ending November 8, 2027, and authorizing the City Manager to approve any modifications, renewals, or terminations in concurrence with Sourcewell.

 

•                     Pros: Denying the use of the Contract allows the City to develop their own solicitation with clearly defined scope, service levels and a pricing structure that directly reflects local priorities and operational needs.

•                     Cons: Denying the piggyback of the competitively solicited Contract may result in higher purchasing costs and/or temporary service disruptions to City operations.

 

Background Information

Since 2021, Utilities has utilized W.W. Grainger, Inc. to provide a wide range of tools and industrial supplies and related materials supporting the operation and maintenance of our water and wastewater facilities, as well as our collection and distribution infrastructure.

These parts are used primarily for in-house repairs and routine maintenance, allowing Utilities staff to address any maintenance issues efficiently and minimize equipment downtime. Having access to reliable, readily available electrical components also supports the ongoing maintenance and continuity of critical utility operations.

Grainger has therefore become an established supplier for Utilities, helping provide the materials needed to maintain City facilities and infrastructure safely, efficiently, and effectively.

The utilization of Sourcewell Contract No. 091422 with W.W. Grainger, Inc. for industrial supplies, building materials, equipment, tools and accessories, on an as-needed basis in the amount not to exceed $120,000 annually through the term ending November 8, 2027, and authorizing the City Manager to approve any modifications, renewals, or terminations in concurrence with Sourcewell Contract No. 091422 has been reviewed by the City Attorney and is legally correct as to form.

Financial Impact

 

Expenditures under this Contract are limited to funds appropriated through the City’s annual budget process and allocated for the services specified in the Agreement.  Approval of this Piggyback Contract does not obligate the City financially. All purchases are discretionary and may occur only upon issuance of an authorized purchase and confirmation of available appropriated funds.

 

Procurement

 

The utilization of this Cooperative Contract is consistent with Chapter 2, Administration, Article VIII, Procurement, Section 2-403(a)(4)(a) of the Code of the City of North Port, Florida, which permits the use of competitively awarded Contracts from other governmental entities.

 

The City’s internal procurement process will be followed for all purchases made under this Contract to ensure proper oversight and compliance with procurement policies and procedures.
