TITLE: Consideration of PLF-21-200, Wellen Park Village E Final Plat (QUASI-JUDICIAL).
Recommended Action
City Commission approve Petition No. PLF-21-200, Wellen Park Village E Final Plat.
Background Information
John E. Luczynski, Senior Vice-President, Land Development Wellen Park, LLLP on behalf of Manasota Beach Ranchlands, LLLP requests review and approval of a Final Plat for 21 separate tracts within Village E of Wellen Park.
In September of 2020 the Master Infrastructure Plans (INF-20-074) for Village E of Wellen Park were approved by City staff. Additional roadway infrastructure plans for Merlot Drive and Mezzo Drive extensions (INF-19-208 & INF-21-191) were also approved by City staff in December of 2019 and August of 2021 respectively. This Project is platting 21 separate tracts and the rights of way on the land currently comprising Wellen Park Village E, as well as the associated stormwater and wetland preservation tracts, utility tracts, and easements. The total site contains approximately ± 326.56 acres.
The West Villages Improvement District (WVID) has reviewed and approved the Final Plat.
A Surety Bond for INF-19-208 in the amount of $7,977,227.83 and an additional Surety Bond for INF-21-191 in the amount of $111,211.00 have both been received by the City of North Port. No bond was collected for the Village E Master Infrastructure Plan as there was no built construction associated with the project.
The Final Plat has been reviewed and approved by the City Surveyor.
During their Regular Meeting held on October 21, 2021, the Planning and Zoning Advisory Board reviewed and considered Petition No. PLF-21-200, Wellen Park Village E Final Plat. The applicant requested the following two additional changes to the Final Plat on the record:
1. A scrivener's error correcting the acreage of Tract 6 to 320,924 square-feet.
2. Revise the plat to no longer convey tract 505 to the West Villages Improvement District.
The applicant desires to develop a park on this tract, along Playmore Road and would like to convey it to the WVID at a later date. Staff in their presentation stated that there was no objection to the two proposed changes. Staff recommended that the Planning and Zoning Advisory Board recommend approval to the Commission with the stated changes.
A Board member asked whether extension of Playmore Road was a part of this Final Plat and if there were plans of extending Playmore Road to River Road. The applicant clarified that an extension to Playmore Road is not included in this Final Plat. The property for this extension is owned by a different entity and the applicant is working with them to secure Federal and State permits for the wetland impacts that the extension will create. There was a question asking how many of the tracts included in this plat would be further subdivided. The applicant answered that as envisioned now, Tract 9 will be the only tract that would be further subdivided into 172 single-family lots. There was a question related to the location of the school sites and fire stations in the West Villages. The applicant and staff clarified that the school sites were proposed to be in Village K, as shown in the most recently adopted Village Index Map and provided the location of the Public Safety Complex Building proposed at the intersection of Preto Boulevard and U.S. 41, which is currently under construction.
At the conclusion of the meeting, the Planning and Zoning Advisory Board unanimously recommended City Commission approval of PLF-21-200 with the inclusion of the two stated changes. The revised Final Plat including the stated changes have been included in the backup materials.
