Recommended Action

 

Option 1: Option 1: Approve utilization of Contract 00254 between Miami-Dade County, Florida and Rehrig Pacific Company for waste carts, recycling carts, cart parts, bins and related products and services in an amount not to exceed $350,000 annually through the term ending October 31, 2026, and authorize the City Manager to approve any modifications, terminations, or renewals in concurrence with Miami-Dade County, Florida.

 

 

City Commission Options

 

Option 1: Approve utilization of Contract 00254 between Miami-Dade County, Florida and Rehrig Pacific Company for waste carts, recycling carts, cart parts, bins and related products and services in an amount not to exceed $350,000 annually through the term ending October 31, 2026, and authorize the City Manager to approve any modifications, terminations, or renewals in concurrence with Miami-Dade County, Florida.

 

                     Pros: Provides timely access to competitively procured waste and recycling products without conducting a separate City solicitation.

                     Cons: Provides purchasing authority only through October 31, 2026, with pricing subject to applicable freight, options, quantity breaks, and resin adjustments.

 

Option 2: Deny utilization of Contract 00254 between Miami-Dade County, Florida and Rehrig Pacific Company.

 

                     Pros: Allows the City to evaluate Miami-Dade County’s successor contract or conduct a City solicitation tailored to its operational requirements.

                     Cons: May delay the purchase of carts, replacement parts, bins, and related products needed for solid waste and recycling operations.

 

Background Information

 

The Department of Public Works, Solid Waste Division, seeks approval to utilize an existing competitively procured contract between the Miami-Dade County, Florida and Rehrig Pacific Company for the purchase of waste carts, recycling carts, cart parts, bins, and related products and services.

 

The proposed contract will be utilized during Fiscal Year (FY) 2027 to purchase garbage and recycling totes needed to support the Solid Waste District’s ongoing service delivery requirements. The initial purchase will establish an adequate inventory of totes for distribution to new residents receiving Certificates of Occupancy (COs) during the first and second quarters of FY 2027. Staff anticipates issuing the purchase order at the beginning of October 2026, with delivery of the totes expected by the end of October 2026.

 

Maintaining an adequate inventory will allow the Solid Waste District to provide timely garbage and recycling containers to new residents as they become eligible for solid waste collection services and will help prevent delays in service commencement.

 

The proposed purchase is intended to address the District’s tote requirements through the first two quarters of FY 2027. Staff will return to the City Commission at a later date with a subsequent Contract for tote purchases and related needs for the remainder of FY 2027 and future fiscal years. Future purchases will be aligned with projected residential growth and anticipated service demands.

 

This cooperative purchasing arrangement, commonly known as a Piggyback Contract, allows the City to purchase under terms and conditions established through another governmental entity's competitive procurement process. Staff reviewed the Contract's scope, pricing, terms, and service provisions and determined that its use is in the City's best interest. Approval would provide a timely procurement method while avoiding the time and administrative costs associated with separate solicitation.

 

Contract 00254 between Miami-Dade County, Florida and Rehrig Pacific Company has been reviewed by the City Attorney and is legally correct as to form.

Financial Impact

 

Funding in the amount of $350,000 is budgeted in the Solid Waste District Budget in FY27 budget in account number 120-3032-534.52-50, Minor Operating Equipment.

 

Any purchase made on or after October 1, 2026, or each year after, against this Contract is contingent on future appropriated funds.

 

Procurement

 

The utilization of this Cooperative Contract is consistent with Chapter 2, Administration, Article VIII, Procurement, Section 2-403 (Exemptions) of the Code of the City of North Port, Florida, which permits the use of competitively awarded contracts from other governmental entities.
